Deputies of the Committee on Education, Public Associations and Media Igor Buga, Andrey Safonov and Pavel Shinkaryuk proposed to amend the Law of the Pridnestrovian Moldavian Republic “On Education” and reduce the documentation burden on teachers of preschool and general education organizations.
The Law “On Education” provides today that the working hours of teachers, depending on their position, include educational and educational work, including practical training of students, individual work with students, scientific, creative and research work, as well as other pedagogical work provided for by job responsibilities or individual plan. Namely, methodological, preparatory, organizational and diagnostic work, monitoring work, work provided for by plans for educational, physical education, sports, creative and other events.
According to the authors of the law-in-draft, filling out plans and reports, as well as preparing lessons, takes a lot of time. A teacher’s working time significantly exceeds the norm established by labor legislation for this reason – no more than 40 hours per week.
Deputies proposed to enshrine at the legal level a rule according to which an exhaustive list of documentation that teachers must prepare will be determined by the Ministry of Education of the Pridnestrovian Moldavian Republic in order to eliminate unnecessary bureaucratization and reporting and reduce the documentation burden on teachers. Local departments of public education, in agreement with the Ministry of Education, will be able to approve an additional list of documentation at the same time.
Parliamentarians and representatives of the Ministry of Education emphasized in the courses of the law-in-draft discussion in the course of the Committee meeting that excessive bureaucratization often arises due to the fact that additional requirements for the preparation and execution of documents are approved by educational organizations themselves. Deputies proposed for this reason to clarify in the law that assigning responsibilities to teachers to prepare additional documents not included in the lists of the Ministry of Education and public education departments is not allowed.
The law-in-draft to amend the PMR Law “On Education” will be included in the agenda of one of the next plenary meetings for consideration in the first reading.
