Clear delineation of authority

The Government proposed to delineate more clearly between the authorities to issue permits for construction and reconstruction of roads. The Committee on Agroindustrial Complex and Transport in the course of the meeting considered the law-in-draft "On Amendments to the Law "On Highways".

Now, according to the law, a building permit is issued by an executive body of state power or a local government body. The state administrations along with this already have full executive and administrative power. The powers of the local Soviets of People's Deputies are reduced mainly to the consideration and approval of the local budget, relevant plans or programs.

The Committee will recommend to the Supreme Council to adopt the law-in-draft in the first reading and to continue working on it, taking into account the comments and received proposals.
