The Budget-2017: Sources of redemption of deficits found

At the end of November last year, the deputy corps considered the law-in-draft "On the republican budget 2017". The previous government proposed to accept a document with a huge budget deficit - 36%. Only to finance socially protected articles it did not have enough 623 million rubles. Then the parliamentarians decided in principle not to take an unbalanced draft budget. It was decided to stay in the first reading mode and invite the government to finalize it.

The next measure, which the government is forced to make, is proposed to make transfers to the republican budget from payments received by the Environmental Fund in the amount of 20% from July 1, in addition, to redirect a part of the funds from the Road Fund in the amount of 30%, as well as in the amount of 50% of the tax on the maintenance of housing and social services. The funds will be used to finance socially protected articles. This means that all social payments: salaries, pensions, benefits this year will be paid on time and in full.

Thus, the revenues of the republican budget will amount to 1 billion 587 million rubles, local budgets - 807 million 6 thousand rubles. Expenditures of the republican budget were formed in the amount of 3 billion 346 million rubles, 2 billion 295 million of which - on socially protected articles. Expenditures of local budgets were approved in the amount of 1 billion 219 million rubles, including 928 million 636 thousand in socially protected articles.

As for the consolidated budget, its revenues are planned at 2 billion 395 million rubles, expenses - 4 billion 562 million rubles, 2 billion 991 million rubles of which - financing of socially protected articles. As the Minister of Finance noted, the deficit of the consolidated budget is 1 billion 135 million rubles, noting that "there is a source of deficit coverage for these items".

Taking into account submitted by the government amendments, the law-in-draft "On the republican budget for 2017" is recommended for adoption by the relevant parliamentary committee in the first reading. The main financial document of the year will be considered by the deputy corps in the course of the plenary meeting as early as this Wednesday. Alexander Korshunov expressed hope that the final reading of the document will be adopted before the end of June.
