The Balance between Responsibility and Preferences

Members of the Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Protection of Citizens' Rights and Freedoms considered amendments to the Code of Administrative Offenses. The authors of the law-in-draft were colleagues on the deputy corps Victor Guzun, Vadim Doni, Vadim Kravchuk, Andrei Mezhinsky. One of the goals of the legislative initiative is to increase responsibility for violations in the sphere of business.

The deputy explained that the increase in penalties will affect only those who do not want to issue a patent. The head of the responsible committee, Galina Antyufeeva, supposes that the norm originally proposed by the authors in 500 MW may frighten entrepreneurs and many in general will refuse to conduct business.

Parliamentarians during the discussion agreed that penalties for the absence of a patent must be differentiated. The drafters of the law-in-draft submitted a proposal according to which a fine will be imposed in a smaller amount, for a repeated offense there must be maximum sanctions for the first time. Amendment of the Committee's deputies: in the case of the first offense, the fine is offered from 100 to 250 MW, later - up to 400 MW. The law-in-draft was recommended for adoption in the second reading.

Members of the Committee considered the legislative initiative of the deputy of the Supreme Council Alexander Shcherba. The speaker proposed to supplement the provisions of the law "On the Commissioner for Human Rights in the PMR", giving the ombudsman the right to apply to competent state bodies and organizations in case of violation of the rights and freedoms of the citizen applying to him. The responsible committee supported the law-in-draft, commenting that this kind of treatment should be sent with the consent of the person they are dealing with.

The Supreme Council continues to consider the draft of the republican budget for 2018. Having discussed the main financial document of the next year and having formed their remarks, deputies of the Committee on Legislation sent a positive opinion to the profile committee of the Parliament.
