Sergei Leontiev, "It is necessary to spend budget funds rationally and economically"

"In the conditions of budget deficit, it is necessary to spend resources rationally and economically," the head of the parliamentary committee on agro-industrial complex, transport, construction, natural resources and ecology thinks Oleg Leontiev. The draft republican budget for 2018 was discussed at a meeting of the working body. During consideration of the document presented by the government, deputies asked a number of questions to the developer. Particular attention was paid by the parliamentarians to the planning of the expenditure part of the budget.

One of the issues that the deputies paid attention to is the expenditure of the funds of the republican road fund. The draft budget does not provide for compulsory tendering for repair work. Minister of Industry Nikolai Gliga explained that, although this rule is excluded, the right of city authorities to conduct competitive procedures in this area is not forbidden. Nevertheless, according to the deputies, the mechanism of the tender is necessary - it promotes the development of healthy competition, which means that it allows repairing roads qualitatively and for smaller amounts.

In addition to the draft budget, the committee members discussed a number of legislative initiatives. The author of one of them is the Grigoriopol town and city council. Deputies of the local representative body proposed to optimize the law "On road safety" by allowing Pridnestrovian as well as foreign citizens registered in the republic to carry out labor and entrepreneurial activities for the carriage of passengers and goods on the basis of driving licenses of foreign countries. Deputies of the parliamentary committee expressed a fundamental remark concerning individual entrepreneurs in this type of activity.

Taking into account the remarks, deputies recommended the law-in-draft for adoption in the first reading.

The legislative initiative in the sphere of fishing was presented by the head of the Bendery City Council Yuri Kara. Local deputies are in favor of increasing responsibility for poaching. In their opinion, this type of violation must be made criminally punishable. The basis that causes alarm is the condition of the fish resources of the Dniester. Corresponding amendments are proposed to be introduced into the Criminal Code. The parliamentarians recommended that the deputy corps adopt a legislative initiative in the first reading.
