Alexander Martynov, "The Parliament cannot be excluded from the process of approval of the concept of tax and budget policy"

The current work week began in the Supreme Council with the meeting of the parliamentary committee on Economic Policy, Budget and Finance.

The legislative initiative of the president, the essence of which is to change some of the provisions of the laws "On budget system in PMR" and "On the Government of PMR" was considered the first. They relate to the process, participants and timing of the development and approval of the concept of tax and budget policy, as well as socio-economic development of the republic in the near future. Considering this agenda the objections of members of parliamentary committee concerned standards of presidential law-in-draft, according to which these two documents, which become later in the framework of imposition of the republican budget, approved by the Government. Under current law it is the prerogative of the legislative authority, since he ultimately adopts a law on the national budget for next year.

Now all branches of government are engaged in the elaboration of anti-crisis measures. At the last plenary meeting of deputies in two readings adopted the presidential initiative on introduction of amendments to the Law "On Tax on income of organizations". According to it the norm of non-use of the so-called tax losses in respect of organizations whose revenue from sales of own production of more than 70% of the sales revenue was extended for another year. Manufacturing enterprises in case of losses at the end of 2015 are not required to recalculate the tax base for income tax based on 5% profitability.

Deputy Alexander Korshunov, who made a similar anti-crisis initiative proposes to raise the level of domestic support in this time of crisis. He proposes to extend the rule of law for the current 2016 year, and to extend its effect on the sphere of production services. The initiative was unanimously supported by colleagues on the committee, and the executive director of the Union of industrialists, agrarians and entrepreneurs of Pridnestrovie Vladimir Berkovich.
