Legislators and representatives of the Ministry of Finance discussed the execution of the 2016 budget, talking about coverage of the emerging sources as its implementation deficit. In particular, as of June 23, the national budget received 35 million rubles, while, as soon as the payment of wages on a monthly basis must be 110 million rubles. Questions of allocation from the state treasury transfers to local budgets for the implementation of payments under the socio-protected articles were also the subject of the discussion.

Deputy Porphyry Shkilnyuk due to lack of budgetary funds proposed the Minister of Finance to initiate the tax authorities check SUE "Biochim", dealing with alcohol false export. However, it turns out that to they cannot do this, because of presidential decree on suspension of scheduled and unscheduled inspections for this year. Taking this information into account, members of parliament, however, referred to the current legislation, and also noted that the tax authorities, even though the above-mentioned decree of existence, have the right to carry out inspections at the request of the taxpayer, the more that "Biochim" is a state now.
