The PMR Electoral Code Provisions Updating

The legislative initiative aimed at improving the provisions of the Electoral Code was considered by the deputies of the parliamentary Committee on Legislation, Protection of Rights and Freedoms of Citizens at their meeting.

The new provisions propose to clarify the procedure for the formation and powers of election commissions in the electoral legislation, set the voting time in elections from 8 am to 8 pm and establish a new concept – "extraordinary elections". The legislative initiative was developed and submitted to parliament for consideration by a group of deputies.

The authors propose to expand the rights of citizens to be elected to local government bodies by excluding from the requirements for a candidate the period of permanent residence in the relevant territory at the time of the elections. According to the deputies, such changes will allow a larger number of citizens to exercise their passive electoral right in the elections of people's deputies of the Councils of People's Deputies of villages, settlements, and satellite cities.

The concept of the legislations suggests reforming the system of local government bodies. The parliamentarians proposed excluding the heads of village and settlement administrations from the district Council of People's Deputies. The corresponding changes and additions can be made to the Constitution of the Pridnestrovian Moldavian Republic, the Electoral Code of the Pridnestrovian Moldavian Republic, as well as to the law "On local authorities, local self-government and state administration in the Pridnestrovian Moldavian Republic".

The legislations will be included in the agenda of one of the next plenary sessions. The relevant parliamentary Committee will recommend that the deputies adopt the draft laws in the second final reading as laws.
