Deputies of the Committee on Education plan the law-in-draft concerning the form and order of final and admission exams to present for consideration of the next plenary meeting. In this regard, parliamentary committee meetings are held weekly, during which the finalized amendments for the second reading of the law-in-draft "On amendments and addendum to some legislative acts". Let’s remember the authors of the initiative are Deputies Vladimir Bodnar and Oleg Khorzjan - propose to consider the unified state exam not the only form of state final attestation of students, as well as to exclude it from the rules relating to admission to the organization of higher education, replacing the unified state exam by more general term "admission test". It is about improving the law "On education" and "On Higher and Postgraduate Professional Education".
Deputies and representatives of the Government during the next meeting of the Committee have considered seven amendments more, agreed in working order. They concern the place of state final certification, order of admission to the universities, as well as the date of entry of the law into force. The law-in-draft by decision of the deputies of the profile committee is aimed at tomorrow's meeting of the Presidium of the Supreme Council for the determination of the date of the next plenary session, which will be considered in view of the document taking into account the considered 31 amendment.
Deputies of the profile Committee on Education at tomorrow's meeting of the Presidium also decided to present the vetoed by the President Law "On Amendments to the Law of PMR "On additional guarantees for the social protection of orphans and children left without parental care" for consideration. It is significant, that it was about higher vocational education training programs, bachelors and master degrees from the State budget for this category of children in the adopted version of the law. Deputies adopted a resolution on the establishment of a special conciliation commission to resolve the differences. Agreed version of the law has been developed in the course of its implementation. As explained by the head of the Education Committee, Vladimir Bodnar, its essence is in the non-competitive enrollment of orphans and children left without parental care, to free education in universities for training programs, bachelors and masters. It was mention during the meeting of the Committee that this regulation in Russian legislation is provided for this category of children under the age of 23 years.
The Committee on Education considered the initiative of Vladimir Bodnar, concerning the improvement of standards of the Criminal Code. The author proposes involving minors in the drinking of alcohol and alcohol-containing products to the category of criminal offenses. According to the parliamentarian, the adoption of the law-in-draft will toughen the penalties for the offense. The proposal of the deputy was supported by colleagues. The document will be recommended for adoption in plenary in the first reading.
