The theme of the Great Victory today remains more relevant and important than ever since attempts have intensified to falsify and rewrite the history of the Great Patriotic War in many countries, to distort and diminish the role of the Soviet people in the Victory over Germany, to reduce the significance of liberation from fascism not only for Russia, but also for many countries of the world. It is important to preserve the historical memory and truth about this terrible tragedy that took the lives of 26 million Soviet people.

We are aware that the coming year will be difficult and there are slight concerns about a decrease in tax revenues. It is necessary in this regard to make certain management decisions to ensure that all social obligations of the state are fulfilled on time and in full in 2025. I am confident that the deputy corps will receive “excellent” for this work rating and we will adopt a balanced budget for the next year together with the PMR President and the Government.

We may be on the verge of collapse of the utility sector, which will lead to disastrous consequences if we do not pay utility bills. We all want our homes to have light, heat, water, and sewerage. I would like in this regard to thank the citizens who pay for utilities and I urge those who have debts to pay off their debts so that the utilities sector continues to function effectively.

We managed to make informed management decisions, which we are implementing today. It is possible now to support enterprises in the real sector of the economy, accordingly, not significantly reduce budget revenues at various levels and fulfill social obligations in full and on time thanks to many decisions taken.

It will be necessary in the autumn session to make serious decisions on issues related to filling the state budget, taking into account the situation in both foreign policy and the economy. A very important task for the state and all government bodies: to ensure that all social obligations by the state are fulfilled in 2024 in full and on time.

The deputies were satisfied with the activity of the Government. The one who does not work is not mistaken. Deputies received answers to all their questions. The interaction between the Supreme Council and the Government has reached a new level from 2022. There are also problems. Headed by the PMR President it must be solved jointly with the Government. The tasks have been set, and we will solve them together in 2023-2024.

The PMR Supreme Council has many plans for 2023. Starting from international activities, the development of inter-parliamentary relations and ending with the decision to support and develop the real sector of the economy, investment policy and improve the welfare of citizens in terms of increasing social benefits. It is important to understand that simply declaring a decision is not enough, it is necessary to find financial support for the implementation of this or that decision.

The law on the Voter Mandate Fund was adopted by parliamentarians in 2008, but with the support of еру President Vadim Nikolaevich Krasnoselsky the law began to work only in 2018. There are a lot of different problems in the constituencies, therefore the Voter Mandate Fund is a very effective mechanism for solving urgent issues. It must continue to work, be filled with financial resources and close pain points.

We set the consideration and adoption of the law on the republican budget for 2022 as one of the main tasks for the autumn session, the main parameters of which will be balance and availability of financial sources. The Capital Investment Fund should be preserved, which will be mainly aimed at the health care system, including the provision of medical equipment and the repair of medical facilities.
