Deputies of the Committee on Agro-Industrial Complex considered in the first reading the law-in-draft with additions to the law “On the basics of the tax system in the PMR”.
The Government proposes to introduce a targeted levy from agricultural producers to support the agro-industrial complex. The amount of the payment will be 50 rubles per hectare per year. Such measures are proposed to form a permanent source of financing for the agro-industrial complex. This will make it possible, in particular, to timely carry out current and major repairs of amelioration networks, purchase electric power equipment and machinery, and subsidize priority sectors of agriculture. In the face of climate change, irrigation is becoming an integral part of the cultivation of crops.
Deputies of the Committee supported this initiative of the government and will recommend the Supreme Council to adopt the law-in- draft in the first reading, but on condition - to direct the new collection exclusively for the development of land reclamation until the land reclamation system of the republic is fully restored. Earlier, the Chairman of the Committee on Agro-Industrial Complex Issues Oleg Leontyev proposed at a meeting of the Presidium of the Supreme Council to create a working group to develop a concept for development of land reclamation in Pridnestrovie. The funding sources for the industry will also be identified in this concept.
Deputies of the Committee on Agro-Industrial Complex considered in the first reading the draft law with amendments and additions to the law "On payments for environmental pollution and the use of natural resources". The Government proposes to compensate the costs of environmental protection measures to organizations, individuals, individual entrepreneurs from the territorial environmental funds.
The deputies of the Committee, for their part, suggested that money for these purposes should be directed not only from the territorial environmental funds, but also from the republican ecofund. This addition will be taken into account when working on a document in the second reading.

It is proposed not to levy a tax for the use of subsoil from state-owned enterprises that supply sand, gravel, crushed stone to the administrations of villages. Payments will not be charged on the volume that is released free of charge. The purpose of the draft law is to provide village administrations with building materials for the improvement of settlements. We are talking about objects of the social and cultural sphere and roads. In addition, lonely pensioners, disabled people of I and II groups, participants in hostilities and persons equated to them, as well as employees of education, medicine and internal affairs bodies working in rural areas will be provided with construction materials.
