Evaluation of drivers for the state of alcoholic, drug or toxic intoxication should exclude subjective factors. A group of deputies of the Committee on Agro-Industrial Complex, Industry, Housing and Utilities, Transport and Construction proposed to consolidate the rules and procedure for this procedure at the legislative level. At present, traffic militia officer, if there are sufficient grounds to consider that the person driving the vehicle is in a state of intoxication (alcoholic, narcotic or toxic), sends the driver for examination to a healthcare organization. The initiative of the deputies to determine the fact of alcohol consumption by the driver provides for the use of devices right on the spot. Thus, the following order is proposed:

- examination of the state of alcoholic intoxication by a traffic militia officer directly on the spot with suspension from driving a vehicle;

- if, according to the results of examination, a driver has a state of alcoholic intoxication, he has the right to disagree with the results of this examination, and the inspector is obliged to send such a driver for a medical examination to the healthcare organization;

- referral for a medical examination to a healthcare organization.

In case of suspicion of drug or toxic intoxication of a driver, traffic militia officer sends him for examination to the healthcare organization.

It is assumed that this rule will come into force on January 1, 2022. The money for the purchase of special devices for traffic militia officers will be included in the state budget for 2022. The Agro-Industrial Complex Committee will recommend to the Supreme Council to adopt amendments and additions to the laws "On Road Safety", "On militia" and the PMR Code on Administrative Offenses in the final reading.
