The budget 2021 was adopted in first reading

The budget 2021 is fully balanced in terms of socially protected items, the consolidated budget revenues are planned at 4 billion 713 million rubles. Presenting the draft budget for the next year to parliamentarians, this was announced by the Minister of Finance of the PMR Tatyana Kirova.

The Committee on Economic Policy, Budget and Finance made some amendments to the law-in-draft, taking into account which the deputies adopted the 2021 budget in the first reading.

The financing of a number of trust funds will continue next year. The structure of the Capital Investment Fund, which has been slightly reduced, will continue to focus on health and education facilities. The deputies increased the road fund by 30 million rubles in comparison with the project proposed by the Government. The funds were allocated, among other things, for the repair of sidewalks and the organization of parking lots. The Youth Support Fund will be allocated 12 million rubles, they will go to subsidize the purchase of housing for 103 young families under the new state program. The state will continue to finance the Entrepreneurship Development Fund and the Mutual Fund, as well as maintain orphanages and boarding schools, pay for prosthetics for beneficiaries, treat those in need abroad, and finance the purchase of housing for orphans. The parliamentarians insisted that the electorate mandate fund continue to operate in the 2021 republican budget, funding will amount to 11.5 million rubles, which is 350 thousand rubles per electoral district.

The Fund for the Development of Agriculture and Land Reclamation will finance subsidies for milk, the purchase of heifers and the restoration of the land reclamation complex.

The main part of expenses is pensions and salaries of public sector employees. In addition, 160 million rubles in the expenditure side of the budget are allocated to increase pensions and wages from the second quarter of 2021.

Today, at the plenary session, the deputies of the PMR Supreme Council adopted in the first reading the law-in-draft on the budget of the Unified State Social Insurance Fund.

The budget revenues of the unified fund of social insurance are planned in the amount of 1 billion 674 million rubles. The payments of state-guaranteed maternity benefits (51 million rubles) will remain, the expenses for the payment of benefits, compensations, damages and other payments reimbursed by the republican budget will amount to 68 million rubles in 2021, and the costs of implementing the main budget functions for unemployment insurance - 15 million rubles.

The parliamentarians will continue to study the draft laws "On the Republican Budget for 2021" and "On the Budget of the Unified State Social Insurance Fund" for the second reading.
