Deputies of the parliamentary committee on social policy urge colleagues to support the legislative initiative of the Government to create the state information system "Bank of vacancies and resumes of job seekers in the PMR. This proposal is framed in the form of amendments and additions to the basic law “On Employment”. As representatives of the supreme executive authority noted, at the moment there is a section “Looking for work” on the official website of the Ministry of Social Protection and Labor. Job seekers can post a resume. The vacancy bank will also provide the opportunity to post information about vacant jobs and potential employers.
The Government initiated amendments to the law, which approved the state program to provide housing for orphans and children without parental care. It is of a long-term nature and is designed for the period from 2018 to 2027. The proposal consists in the possibility of the state acquiring for this category of socially vulnerable citizens not only apartments, but also houses in rural areas. One of the conditions is the desire of the orphan himself. According to the deputies of the relevant parliamentary committee, this legislative change will allow for more active implementation of the state program for providing housing for orphans and children left without parental care.
Deputies for state regional policy submitted to the court colleagues in the deputy corps for adoption in the second reading of the law-in-draft on introducing amendments to the Housing Code. The legislative initiative is designed to cut the “Gordian knot” of non-payments for housing and communal services rendered to consumers. The size of the total debt of more than 50 thousand subscribers exceeds 150 million rubles. Chronic non-payments become the reason that energy supplying and housing and communal enterprises lack funds to fulfill their functions of uninterrupted and reliable provision of housing and communal services to the population. Due to lack of funds, the system stagnates, does not develop. The condition of utility networks of electricity, heat, gas, water and wastewater varies from 70 to 90%.
Deputies Anton Onufrienko, Alexander Shcherba, Yakov Galak, Valentin Matveychuk and Vasily Kunitsky presented the legislative initiative: when buying real estate, obligations for payments for residential premises and utilities also pass to its new owner. People's representatives believe that such a postulate should be reflected in the tripartite agreement "seller - buyer - housing and communal services enterprise".
The group of parliamentarians who initiated the amendment to the Housing Code hopes that such a relationship scheme will increase the discipline of citizens in paying for housing and communal services. Exchange of information on the presence of debts in accordance with the norms of the law-in-draft will have to be carried out among themselves by the Registration Chamber and the Republican Settlement Information Center.
It was already traditional in the course of the meeting of the parliamentary presidium, to introduce amendments to the resolution of the Supreme Council, which approved the state program for the execution of voters' orders for 2019. Conducted was no exception. Moreover, the deputies intend in the near future to begin to formulate this program for next year.
