The deputy corps in the second reading will have to adopt amendments to the Constitution and a number of laws, according to which it is planned to raise the age limit for the appointment of a judge of the Constitutional Court from 65 to 70 years and the removal of age restrictions for the head of this judicial body. Legal innovation is caused by a shortage of qualified judicial personnel. This factor does not allow to properly staff city and district courts, and, as a result, causes difficulties in forming the composition of the Constitutional Court. A similar norm is in force in the Russian Federation.
Changes will also affect the provisions of the law "On the Commissioner for Human Rights". The law-in-draft is supplemented with a list of requirements for a candidate for this position. In addition to the citizenship of the PMR, the term of residence in the territory of the republic for at least five years and the age of at least 35 years, the applicant must have a higher legal education.
At the finish of the spring session, the Supreme Council adopted the law "On Public Procurement in Pridnestrovie". The main idea of the law is to change the approaches to spending budget funds for procurement for the needs of the state. The law will allow planning the state purchases, to pass from tenders to carrying out of the open electronic auctions. However, the President rejected it. The main motivation for the presidential veto is that the law should regulate procurement issues for state needs and should not affect the municipal level, since local government is an independent institution. By decision of the deputies of the profile committee for the development of entrepreneurship and industry, a conciliation commission has been created whose members are called upon to eliminate existing contradictions. The first workshop was already held with the participation of representatives of all stakeholders.
The people's deputies in the course of tomorrow's plenary meeting will discuss changes to the law "On licensing of certain types of activities".
Members of the Presidium of the Supreme Council during the meeting discussed the fate of such important documents for the republic as the Concept of Budget and Tax Policy and the draft of the republican budget 2019. The first document was adopted during the last plenary session of the spring session in the second reading and remained at that government's request. To further work on the document, six joint working groups on the most important areas were formed. By the order of the head of the legislature Alexander Shcherba, representatives of the Supreme Council, members of the profile parliamentary committees were delegated, a similar document was issued by the prime minister.
The concept of budgetary and tax policy is the basic document for the law-in-draft "On the Republican Budget 2019". The Supreme Council is awaiting receipt from the government of this document, although under current legislation it should have been sent to parliament for consideration by 10 September. The government explains the delay by the fact that only the September 1 draft of the Monetary Policy Guidelines was received from the PRB, and without the consideration of this document, the imposition of the budget is impossible. As representatives of the government assure the President, the main parameters of the budget-2019 and the draft Concept of the budget and tax policy are at the final stage.
