Legislative plans for the nearest future

Members of the Presidium of the Parliament in the course of the meeting at the beginning of the week determined the agenda of the upcoming plenary meetings in December. It was determined, in particular, that the law-in-draft “On the Republican Budget 2020” will be the main issue on the working agenda of tomorrow's plenary meeting. This was preceded by more than two months of work to consider it in the working bodies of the parliament, in joint meetings with the government and representatives of the business community. Today, the draft budget 2020 will be discussed by deputies of the responsible parliamentary committee on economic policy, budget and finance. Members of the presidium decided on the schedule for consideration of the main financial document of the year in the second and third readings.

The speaker’s proposal was unanimously supported by members of the Presidium of Parliament.

Parliamentarians of the Legislation Committee initiated amendments and additions to a number of legislative acts. They relate to issues of ownership, use and disposal of common property by spouses, which is carried out by mutual agreement. Each spouse has the right to conclude transactions for the disposal of common property, and it is assumed that he acts with the consent of the other spouse. One of the norms of the Code on marriage and the family establishes the need to obtain notarized consent of the other spouse when it comes to real estate transactions and other transactions requiring notarization and (or) registration in the manner prescribed by law.

By legal innovations of a group of deputies of the parliamentary committee on legislation, it was proposed, by analogy with the Russian Federation, to amend the part of establishing mandatory notarization of an agreement on the division of common property of spouses acquired during marriage. The amendment will also concern the law “On State Duty”. The size of the fee for the certification of the agreement on the division between the spouses of the common property acquired during the marriage, as well as the agreement between them on the determination of the shares in the common property acquired during the marriage, is proposed to be set at 10 MW.

Deputies of the parliamentary committee on the development of entrepreneurship and industry prepared for the adoption by the deputy corps in the first reading of the amendment to the law “Special tax regime - patent tax system”. The motivation for their development by the parliamentarians of the profile committee was appeals by citizens who pointed to the absence in the list of types of entrepreneurial activity that could be carried out within the framework of the patent system of taxation, manufacture, sale, installation and repair of plastic products. The law-in-draft introduced by the deputies proposed to give individual entrepreneurs the opportunity to engage in this business on the basis of a patent.

According to the authors of the legislative initiative, the innovation will increase the business activity of citizens, will lead to an increase in the number of individual entrepreneurs, additional revenues to budgets of various levels.

Innovation is called the path to the future, they move our life forward, make scientific and technological progress a familiar thing. Several innovative projects have been registered in Pridnestrovie. To make it easier for those who wish to register an innovative project, the deputies of the Supreme Council adopted in the first reading the government-initiated amendments to the law “On State Support of Innovative Activities. To do this, they have the opportunity to refuse papers and use the potential of the electronic “Public Services Portal”. This will reduce the time costs of business entities. It is noteworthy that documents proving the environmental safety of the project can also be provided in electronic form. At the same time, subjects of innovative activity do not need to submit those documents that state authorities already possess. The law-in-draft was submitted to the court of the deputy corps in the second reading.
