A package of legislations, aimed at forming a system of anti-corruption measures was adopted in the second reading. There are five documents among them: "On Counteracting Corruption", "On Control over the Correspondence of Expenditures of Persons Who Substitute Public Positions and Other Persons to Their Incomes", "On Anti-Corruption Expertise of Regulatory Legal Acts and Draft Normative Legal Acts", amendments to the Constitutional Law "On Prosecutor's Office of PMR "and the Code of Administrative Offenses. The Vice-Speaker of the Parliament Galina Antyufeeva is the author of it.
Submitted for adoption legislations prescribe basic concepts and principles, as well as a mechanism for implementing anti-corruption actions at the state level. As the main measure that will allow excluding the corruption component in the decision-making process at all levels, anti-corruption expertise mechanism for normative and legal acts, including their projects, is proposed. The prosecutor's office must conduct this examination, according to legislators.
It is also proposed to oblige officials to provide reliable data on their own incomes, as well as on the incomes of their family members, expenditures and property. At the same time, control over the appropriateness of expenses of officials to the received revenues is established, responsibility for corruption manifestations is determined.
The Russian legislators pay close attention to the fight against corruption. The basic law "On Combating Corruption" was adopted in 2008. The anti-corruption legislative base in Russia is constantly being improved. There, in particular, the issue of creating a single anti-corruption code is currently being discussed.
Pridnestrovian parliamentarians are sure that the anti-corruption legislation of Pridnestrovie, which is harmonized with the Russian one, must be developed in our country in order to protect the rights of citizens, to increase the responsibility of officials and the legality of taken decisions.
