The Laws in the field of education

13.06.2024

The Supreme Council of the Pridnestrovian Moldavian Republic adopted in the second final reading the legislations relating to the sphere of general education, including preschool education.

Deputies of the Committee on Education, Public Associations and Media Igor Buga, Andrei Safonov and Pavel Shinkaryuk proposed to establish restrictions at the legislative level on the request for additional documentation from teaching staff of educational organizations (kindergartens, schools, lyceums and gymnasiums).

Parliamentarians note that according to the Law “On Education”, the working hours of teaching staff of educational organizations, depending on the position held, include: educational and educational work, including practical training of students, individual work with students; scientific, creative and research work; other teaching work.

Teachers in schools and kindergartens are forced to prepare a large volume of various documentation (plans, reports, preparation for lessons), which actually increases working hours (more than 40 hours a week) at the same time. The law-in-draft of the deputies of the relevant committee will oblige the Ministry of Education to establish a unified list of documentation that will be provided by teachers, educators and other teaching staff in schools and kindergartens. The Supreme Council adopted law-in-draft to free teachers from excessive bureaucratization in its final reading.

The PMR Government prepared for the second reading an amendment to the law-in-draft, according to which the Department of Public Education of cities and districts does not have the right to approve an additional list of documentation for teaching staff of general education organizations.

The deputy corps supported today amendments to the law “On Preschool Education”, developed by the Government of the Pridnestrovian Moldavian Republic. The procedure for keeping children who graduated at the end of May in kindergartens during the summer will be regulated at the legislative level.

The parliamentary committee proposed amending the law-in-draft, setting out a new paragraph 2-1 in a different wording and granting the child the right (at the request of the parents) to continue attending kindergarten after May 25 until the start of the school year, but not later than he reaches the age of 8 years.

The amendments to the law “On Preschool Education” adopted in the final reading will come into force 30 days after signing and publication. The Ministry of Education during this period will develop a legal act that will determine the procedure for graduating children to be in kindergarten during the summer health period.
