Pridnestrovie has been living in a state of emergency since December 11. Our republic, which is 97% gasified, may be left without gas from January 1. According to the Decree of the President of the Pridnestrovian Moldavian Republic No. 542 approved by the Supreme Council, all government bodies are taking measures to implement the action plan outlined in the decree of the President. How will medical institutions function, how will schools and kindergartens work, how many days will the residual gas in the pipes last and to which premises will it be supplied for some time, what to do if the heating and electricity are turned off. Representatives of state authorities and responsible enterprises report on this and other things daily in the media.
A list of measures by which the state can mitigate the consequences of a reduction or termination of natural gas supplies is proposed in the new law "On state measures aimed at minimizing the negative impact of a reduction (termination) of natural gas supplies to the Pridnestrovian Moldavian Republic". In the mode of legislative necessity, this law-in-draft was sent to the Supreme Council by the President of the PMR. The deputy corps passed the initiative in the first reading at a plenary session on December 25.
The draft law provides for measures to minimize the population and enterprises during the period of the state of emergency in the economy and within 30 days after the termination of the special legal regime. Such a period is established so that all enterprises, organizations and the population, to which the law applies, can painlessly exit work under the conditions of the emergency economic situation and return to their usual rhythm of life. 10 points on state measures are proposed. Among them there are the possibility of deferring payment for housing and communal services, extending the validity of, for example, technical inspection coupons, a ban on conducting control checks of entrepreneurial activity, the possibility of supporting business entities in the form of providing them with an installment plan (deferral), etc. The deputies of the Supreme Council of the PMR when discussing the law-in-draft had questions about some points. For example, what formats of television broadcasting will work and in what mode, how necessary is the abolition of fines for violating the law on silence, this measure is proposed to allow the operation of electric generators to heat social institutions, and other issues. In general, the parliamentarians emphasized the importance and necessity of adopting the draft law "On state measures aimed at minimizing the negative impact of the reduction (termination) of natural gas supplies to the Pridnestrovian Moldavian Republic" to implement measures to overcome the problems that will arise in the absence of gas both with providing citizens with heat and in a number of other areas related to the activities of real sector enterprises and the activities of state institutions and government bodies. All issues raised today will be regulated by amendments to the second reading of the law-in-draft. The draft new law will be considered at a plenary session on Thursday, December 26 in the second reading. It will be held online.
