The government actively used the holiday period to prepare legislations, which are supposed to be submitted to the court of the deputy corps already during the autumn session.
In particular, the supreme executive body of power proposes to equate the parents and widows of the deceased defenders of Pridnestrovie to the category of war veterans and thus grant them the right of free travel in transport. In this regard, relevant amendments to the profile law have been prepared. The basis for the drafting of the law-in-draft was numerous appeals of widows and parents of the deceased defenders of the republic. The implementation of the norms of the law, if it is adopted by the parliament, does not require additional financial costs, since these citizens are already retired, and therefore have the right to use these benefits as retirees by age.
Along with this, the government proposes to return the right to receive housing by orphans, deprived of it of their own free will. In this connection, corresponding amendments to the basic law have been prepared. They became a kind of reaction to the results of several inspections conducted by the prosecutor's office of the republic, which established the infringement of the rights of some orphans in terms of providing them with housing.
The motives for preparing amendments to the law during one of the August meetings of the government were explained by deputy Minister of Labor and Social Protection Oleg Fedotov.
The proposed legal amendment to the legal framework in force in this respect are eliminated. In particular, the law proposes to introduce the concept of "forced displacement". Thus, citizens who have been forced to lose the status of orphans will be returned the right to queue for the provision of a living space.
The supreme executive body prepared a law-in-draft that changes the conditions for the transition of agrarians to payment for a fixed agricultural tax. The initiative assumes that the agricultural enterprises can switch over to the simplified taxation regime, in the structure of their incomes 80% of the proceeds come from sales of own production. Now this figure is 60%.
As noted in the government, the main goal of the legislative innovation is to increase the food security of the republic and saturate the domestic market with local agricultural products.
In the past year, a fixed agricultural tax was paid to the budget by 36 companies, only two of which are "not quite enough" to the planned increase.
Earlier, a fixed agricultural tax replaces just three tax payments: land tax, a single social tax and a tax on the maintenance of housing and social facilities.
