Deputies of the Supreme Council adopted more than 100 laws during the spring session. 95 laws were signed by the President and entered into force only on July 22, when the last plenary meeting of this session took place. The agenda of the plenary meeting on July 22 included 45 more legislations. Chairman of the PMR Supreme Council Alexander Korshunov told about this during press conference following the results of the half-year.
At the beginning of his speech, the Speaker cited statistics: from January to July, 156 legislative initiatives were submitted to the Supreme Council. The PMR President presented 19 legislations, 12 of them - in the mode of legislative necessity. The Supreme Council considered 258 issues, 258 resolutions of the Supreme Council of the PMR were adopted and signed. There are a number of new (basic) laws among the adopted in the period from January to July by the deputies of the PMR Supreme Council of the VI convocation. These are, for example, the law on state subsidies to young families for the purchase of housing, the state program for the development of the archive industry for 2021-2023, the law on support measures during the period of the state of emergency and the laws on the reduction and redistribution of expenditures of the republican budget for 2020 and the unified fund of social insurance. The last two laws were adopted at the plenary session on 22 July.
Redistribution of income and reduction of expenses became necessary due to the current economic situation. The reduction in exports and sales of finished products led to decrease in the budget revenue, the work of enterprises was suspended, which led to a decrease in revenues to the unified fund of social insurance and additional costs appeared in connection with the pandemic. The scale is as follows: in the revenue part of the budget, the shortfall will amount to more than 200 million rubles, in the unified fund of social insurance - 120 million rubles, and in addition to the fight against COVID-19 the state has already spent more than 100 million rubles.
The Supreme Council worked on adjusting expenditures, cutting and reducing the items of target and budget funds. In the last three weeks, the work on the amendments was conducted together with the Government. Changes to the budget have been adopted, social payments remain.
The Chairman of the Supreme Council elaborated on the work on the development of external contacts and strengthening of international relations. Cooperation with the Federal Assembly of the Russian Federation (the State Duma and the Federation Council) remains strategic in the activities of the Pridnestrovian parliament. There was planned an exhibition in the State Duma about our republic dedicated to the 30th anniversary of the PMR, but its holding has been postponed indefinitely.
Chairman of the PMR Supreme Council touched upon the topic of relations with the Republic of Moldova.
According to Alexander Korshunov, the Supreme Council could not stand aside and adopted a statement that was sent to the international participants in the 5 + 2 negotiation format and their parliamentary structures.
