Cars import simplifying

29.05.2019

Deputies in a regime of legislative necessity considered amendments to the Customs Code and the Law on the Road Fund. It is about simplifying the procedure for declaring a number of vehicles imported into the territory of Pridnestrovie.

Deputies supported the proposed amendments and adopted law-in-draft immediately in the first and second reading.

In addition, parliamentarians in the course of the meeting considered in the first reading the amendments to the law on compulsory insurance of civil liability of vehicle owners. The author of the legislative initiative, Deputy Yury Kucherenko explained that today the law establishes the possibility of concluding a compulsory insurance contract in electronic form along with paper, therefore, law-in-draft under consideration proposes to establish the basic principles of the procedure for concluding such an agreement.

This applies to the maximum number of persons that the insured has the right to admit to driving a vehicle, the insurer's duties, the list of documents to be submitted when concluding an insurance contract, as well as expanding the list of reasons for returning the insurance premium upon early termination of the contract.

This law-in-draft was adopted in the first reading and included in the agenda of the next meeting of the Parliament.

Amendments and additions to the law on the share fee were considered at the plenary meeting. The proposals of the Government relate to the determination of the procedure for obtaining concessions on the mutual collection in respect of agricultural land and agricultural land on which the perennial plantings are being reclaimed or uprooted. The law-in-draft proposes to provide incentives for mutual collection for land plots, where gardening, vineyards, walnuts, berries, and essential oil crops have been laid. In addition, the law-in-draft simplified the procedure for granting privileges for the share collection for newly formed peasant farms.

Deputy Vadim Lipsky asked what the state will receive by providing this benefit?

As a result, the deputies supported the law-in-draft and adopted it in the first reading.

Amendments to the law “On additional measures aimed at stabilizing the PMR economy” were considered at the plenary session and were presented for the second reading. This law-in-draft was developed with the aim of supporting the organizations of the shoe and clothing industry to retain their skilled workers and attract new workers to the main production. There is an acute shortage of production personnel at the moment, namely, workers involved in the manufacture of footwear and garments. The lack of personnel is primarily due to the low level of remuneration and the large outflow of workers to the enterprises of neighboring countries.

The deputies supported proposed by the Government amendments to the law and adopted the law-in-draft in the second, final reading.
