A group of deputies, consisting of 20 people, came up with a legislative initiative to amend the Constitution. Their main goal is to increase the effectiveness of the implementation of justice in the republic. Changes to the Basic Law will affect the Constitutional Court, whose main task is to exercise constitutional control in order to ensure the supremacy of the Constitution of the PMR, respect for the principle of separation of powers, guaranteeing the state's responsibility to the citizen and the citizen before the state. When appointing a judge to the Constitutional Court, experience of practical work, professional training, and also high moral qualities of a candidate for such a high position are of no small importance.
To ensure the stable functioning of such an important element of the state system as the Constitutional Court, a group of deputies of the authors of the draft law on amending the Constitution proposed raising the deadline for the tenure of his judges from 65 to 70 years. In addition, it is established that the age limit for the appointment of a judge does not extend to the President of the Constitutional Court. As one of the authors of the law-in-draft Gregory Dyachenko informed the participants of the session of the Presidium of the Supreme Council, in Russia these legal norms are already in effect.
A number of draft legislative acts, also of a constitutional nature, concerning the status of judges, the judiciary as a whole and the activities of the Constitutional Court is presented for deputy corps in one package with amendments to the Constitution for adoption.
Members of the parliamentary commission on mandates, regulations and deputy ethics summarized the proposals of the heads of committees of the Supreme Council, sounded in their speeches during the discussion of the results of the government's activities in 2017. They will become a component of the final wording of the resolution of the Supreme Council on the report of the Government.
Chairman of the Committee for the Development of Entrepreneurship and Industry Viktor Guzun drew the attention of his colleagues to the need for early adoption of amendments to the Law "On Additional Measures to Stabilize the PMR Economy". The law-in-draft proposes to prolong the legal norm, which provides for the exemption of enterprises applying a simplified taxation system, from maintaining and submitting statistical reports to state statistics bodies before the end of this year.
With a request to promptly consider the draft of the Concept of Budget and Tax Policy for the medium-term perspective submitted to the Supreme Council, the head of the profile parliamentary Committee for Economic Policy, Budget and Finance Alexander Korshunov addressed the colleagues on the presidium. This is a very important document, which is the basis for the adoption of the law on the republican budget for the next year. There is not enough time for detailed study.
