Members of “The Obnovlenie” parliamentary faction hold meetings traditionally on Tuesdays - on the eve of plenary meetings of the Supreme Council. This week was no exception. On the agenda is one, but the most important issue today - the draft republican budget for next year. Just two hours before the start of the meeting of the faction, the Committee on Economic Policy, Budget and Finance completed its work, during which the same issue was considered. Therefore, the main speaker was the Head of the profile committee Oleg Vasilaty.

He informed his colleagues about the main directions of spending budget funds, including through the capital investment fund. The negative imprint on the execution of the republican budget may leave uncertainty regarding the transit of natural gas through the territory of Pridnestrovie from January 1, 2020 and the conclusion of the contract of the Moldavian State District Power Plant for the supply of electric energy to Moldova. According to Oleg Vasilaty, there are also internal difficulties - due to weather conditions, winter crops on most areas will have to be re-sown in spring, and these are material and cash expenses, primarily currency. These factors, like a sword of Damocles, hang over the draft of the main financial document of the year.

Nevertheless, next year the practice of repair, reconstruction and construction of social infrastructure facilities with funds from the capital investment fund will continue. So far, its final parameters have not been determined and vary in the corridor between 180 and 226 million rubles. It is planned to spend 51 million rubles to the purchase of medical equipment, the volume of the territory development fund may amount to 12 million rubles. It contains the costs of carrying out anniversary events in 2020, as well as replenishing the material and technical base of secondary schools and kindergartens of the republic. From 86 million rubles this year to 144 million rubles in the future, it is planned to increase the amount of funds from the inter-tariff difference between economically justified tariffs and those at which utilities are provided to the population. They will be used by enterprises in the energy sector to maintain networks and equipment in good condition, ensuring reliable supplies to consumers of energy resources. It is planned that the Road Fund will grow slightly, some of the funds from it will be used to repair the area adjacent to schools and kindergartens. It is planned to provide 8.6 million rubles in the 2020 budget for the implementation of the state targeted program for the execution of voters' orders. A certain saving of about 24 million rubles due to the transition of  Pridnestrovian pensioners to a Russian pension can be formed in the Unified State Social Insurance Fund. It is planned to reserve 3.2 million rubles for issuing state grants for young people. For the implementation of the state program to support young families, it is planned to provide 15 million rubles in the budget for next year.

The issue of raising salaries for state employees and pensions was among considered issue. His need was supported by all. Another thing is that the question remains when exactly the decision on this will come into force. During the meeting, three control points were designated - January 1, February 1, April 1, 2020. Everything will depend on whether the potential external risks associated with gas transit and the conclusion of a contract for the supply of electricity from Pridnestrovie to Moldova materialize in the future. Moreover, for the growth of salaries and pensions it will be necessary to create appropriate financial reserves. Such attempts will be made during the first quarter of next year.
