Art education, production of materials that are needed for preservation and creation of cultural values, as well as amateur art creativity will now be legally defined as additional areas of application of the Law on Culture. Amendments to the basic law will be considered by deputy corps in the second reading. This is a legislative initiative of the deputies of the Committee on Education, Science and Culture. The law-in-draft enshrines the obligations of the state to create conditions for the realization of the right of citizens to aesthetic education and art education. State policy will be aimed at supporting and developing organizations of additional education of artistic and aesthetic orientation, familiarizing children with creativity and cultural development, self-education, and amateur art. In addition, the law-in-draft regulates legal norms for international cooperation in the field of culture.
Funding of the state order for research, development and technological work will be discussed by the deputy corps. The Supreme Council will consider amendments to the law "On Science and State Scientific and Technical Policy of the PMR" in the first reading. The law-in-draft contains a norm that gives the right to conclude state contracts for the performance of research work not only for the Ministry of Culture, but for other executive bodies of state power.
Deputies will consider in the first reading a new procedure for inclusion in the Unified State Register of immovable cultural heritage sites. This is a legislative initiative of the Head of the Committee on Education, Science and Culture Mikhail Burla. It is proposed to fix the norm according to which objects of cultural heritage can be included in the state register, from the moment of their appearance at least 40 years have passed. The exceptions are objects associated with the creation of PMR. They can be classified as objects of cultural heritage before the expiration of the specified period.
Mikhail Burla proposed to amend the state target program "Development Strategy of the Pridnestrovian State University for 2019-2023". The law-in-draft changes the deadline for submission of PSU reports. It is proposed to leave the norm on the provision of a report on the implementation of the program based on the results of one year. Previously, it was necessary to submit a report twice a year - based on the results of half a year and based on the results of the year.
