The Information Security Issues

06.06.2018

Parliamentarians during the plenary session supported the legislative initiatives developed by the deputies of the Committee on Public Associations, Sport, Information and Youth Policy. A number of amendments are made to the law "On Information, Information Technologies and Information Protection". As explained by one of the authors of the amendments and the chairman of the profile committee, Igor Buga, the law-in-draft provides for guarantees and organizational and legal mechanisms for protecting citizens from information containing calls for riots, participation in public events conducted in violation of law and order.

The explanatory note to the law-in-draft clarifies that in the event that information is found on any information resource that calls citizens for illegal actions, the prosecutor's office has the right to send a request to the authorized state authority to take measures to restrict access to information to information resources.

They supported parliamentarians and the proposal of the profile committee to supplement the norms of the Civil Code in the sphere of protecting the citizen's image. Deputies pointed out that the image of an individual, especially on the Internet, is often placed without his consent, while this type of information refers to personal data and permission for their use is clearly spelled out in the law. Along with this, the authors of the law-in-draft stipulate cases when the consent of a citizen to use an image is not required. In particular, this applies to photos taken during shooting in places open to free access, or at public events. The law-in-draft was adopted by the Supreme Council in two readings.

Another legislative initiative, which regulates the distribution of information, was developed by the Government. Changes in the norms of the law "On publishing" will affect everyone who publishes printed products. The law-in-draft establishes the duty to indicate in the output data of the printed publication, along with the circulation, the frequency of publication, and the publisher.

At the same time, administrative liability for violation of this legal norm is also increased. Its action is especially important in the pre-election period.
