The issue of financing for the repair and maintenance of intra-house and intra-block passages

The instructions to review the principle of distribution of the Road Fund, so that money from the republican budget is directed not only to main roads, but also to intra-house and intra-block passages, were given by the President Vadim Krasnoselsky. The President’s legislations are under consideration in the Supreme Council. Vadim Krasnoselsky proposes to make amendments to the law “On the PMR Road Fund” and to the Housing Code of the Pridnestrovian Moldavian Republic. It is planned to clearly state that the breakdown of Road Fund funds by cities and districts should be carried out according to the length of republican and municipal roads, as well as taking into account the length of intra-block and intra-house driveways.

The inclusion of intra-block and yard driveways in the given length of public roads will make it possible to rationally distribute the total funding from the PMR Road Fund, including for their repair and maintenance.

Vadim Krasnoselsky voiced his vision regarding the approach to recording local roads in the course of the reporting meeting following the work of the head of the Bendery state administration for 2023.

A yard or intra-block driveway is a section of road surface from an apartment building to the main road. The area near apartment buildings in towns was asphalted back at the time of their construction in the 1980s. The asphalt surface has deteriorated with the increase in the number of cars over the course of several decades. Almost every house needs repairs, but there is not enough funding from city budgets for this expense item. Money for intra-house and intra-block passages is allocated on a residual basis from the Republican Road Fund, since the law stipulates the possibility, and not the obligation, to allocate funding, and the length of such passages is not included in the calculation. The President considers it necessary to correct the situation. The length of building and intra-block driveways should be taken into account when allocating funds from the Road Fund to municipalities according to the President.

Residents of apartment buildings have been asking for repairs to their courtyards and driveways for many years. Deep holes are dangerous. For example, one of the problem areas in Solnechny district of Bendery is the courtyard driveway to house No. 42 in Leningradskaya Street. The depth of the largest pothole is 10 cm, width is 40 cm.

The houses along Leningradskaya belong to the Solnechny district, where Alexander Korshunov is a deputy of the Supreme Council. The Speaker not only knows about the problem of repairing house and courtyard driveways, but tries to solve it step by step. Alexander Korshunov directs money from the Voters’ Mandates Fund to repair sections of the road surface adjacent to the house every year. For example, 2 years ago paving slabs were laid at the two-entrance house No. 1 in Matsnev street at the expense of the deputy program. Repair of the adjacent area cost 112 thousand rubles. Laying new asphalt would cost much more.

There are many intra-block passages in cities. Their total length exceeds 320 kilometers. For example, it is 124 kilometers in Bendery. If we talk about quantity, then only there are 90 multi-storey buildings, respectively, 90 adjacent areas, 180 courtyard and intra-block driveways in Solnechny microdistrict. There are 4 kindergartens, 2 children's children's playgrounds and an orphanage in the area, and there are also entrances to them, which are also in ruins.

Both the City Council of Bendery and the state administration are aware of the pothole problems, but additional money is needed. The Road Fund finances repairs only of main roads – city and republican, according to the given length.

Local roads provide access to infrastructure. They lead to kindergartens, schools, shops, pharmacies, and clinics. One of the problematic areas of Severny microdistrict of Bendery, which belongs to district No. 6 “Pervomaisky”, is the intra-block passage that leads to kindergarten No. 26 and to the stalls where fairs are held. Residents are asking to repair the road surface and improve the area.

A number of deputies of the Supreme Council of the Pridnestrovian Moldavian Republic consider: it will be both convenient and beautiful near every apartment building if there is targeted funding from the Road Fund for building and intra-block passages. Pedestrians in the meantime stumble because of potholes in many places, and they sometimes have to “swim” through puddles or walk through mu after rain.

Problems with road surfaces in yards exist in all cities, Tiraspol is no exception. For example, kindergarten No. 32 is located next to the one-story apartment buildings No. 62 and No. 64 in Sakriera Street in Kirovsky microdistrict. The passage to the preschool institution is considered a local area. The site needs to be paved, says deputy of the Supreme Council for district No. 30 “Kirovsky” Grigory Dyachenko.

Residents of Nizhny Khutor often pass through the in-house area along Zelinsky Street near the branch of clinic No. 3. This village borders the Kirovsky microdistrict in Tiraspol. Villagers come to Zelinsky Street to buy food, medicine or get medical care. The branch of the clinic was renovated several years ago thanks to the Capital Investment Fund; the surrounding area is paved with tiles, but there are still old pits on the left side of the building.

Money from local programs is used to repair old sections of road surfaces in and around yards in many cities. The City Council of Tiraspol has a targeted program for the repair and maintenance of courtyard and intra-block passages, according to which 100 thousand rubles are allocated per year for each Tiraspol district. This makes 4 million rubles from the municipal Road Fund, which should have been used to repair city roads, according to the diversification. Even this money, even taking into account the financing of the republican program of the Fund for the Execution of Voters’ Orders, is not enough to repair all the problematic roadways, say deputies of the Supreme Council.

The long-term problem can be solved faster only with the participation of the republican budget, deputies consider. Namely, thanks to the new scheme of splitting and targeted allocation of money from the Road Fund for building and intra-block passages. What percentage of the fund should be allocated annually for local roads and how these funds should be distributed? Deputies of the Supreme Council continue to work on the bill together with the executive authorities.
