Driver's license, military registration, law on enforcement agencies, Nazi attributes

The Supreme Council considered in the course of the plenary meeting the legislations for which the Committee on Legislation, Protection of the Rights and Freedoms of Citizens is responsible.

Amendments to the law “On Road Safety” were adopted in the second final reading. The President's law-in-draft gives drivers the right to change their driver's license without passing qualifying exams. This simplified procedure was valid only for 180 days previously. A medical examination remains obligatory. Deputies adopted an amendment that will make it possible to exchange a driver's license before its expiration at the request of the driver. The adopted amendments to the law will come into force after signing by the President.

In addition, amendments and additions to the law “On General Military Duty and Military Service” were adopted in the final reading at the plenary meeting. Proposed by Vadim Krasnoselsky law-in-draft corrects the list of persons who are not required to be registered with the military. We are talking about those who have reached the age limit for being in the reserves or permanently reside outside the PMR or are no longer a citizen of Pridnestrovie. Those permanently residing outside the PMR can contact the official representative offices of Pridnestrovie to deregister. The adopted law will come into force after signing.

Parliamentarians adopted in the first reading the new law-in-draft “On the enforcement agencies of the Pridnestrovian Moldavian Republic”, sent for consideration by the President. The document was developed within the framework of the Development Strategy of Pridnestrovie and taking into consideration changes in the law enforcement sphere. As explained by the official representative of the Ministry of Internal Affairs on this law-in-draft, the law will determine the status of internal affairs officers and cadets. The legislative foundations of the civil service in emergency rescue units and fire service units are being consolidated as independent types of public service in the Pridnestrovian Moldavian Republic. The anti-corruption component in the work of internal affairs bodies will be strengthened. Amendments to a number of relevant laws were adopted in the first reading in addition to the law-in-draft “On the enforcement agencies”: “On emergency rescue and fire services in the PMR”, “On the militia”, “On higher and postgraduate professional education”, “On state pension providing for persons who served in military service, service in internal affairs bodies, the penal system, the service of bailiffs, tax and customs authorities and their families”, “On fire safety in the PMR”, “On wages of public sector employees, monetary allowances for military personnel and persons equated to them under the terms of payment of salary, salary of state civil servants”, “On state fingerprint registration in the Pridnestrovian Moldavian Republic”.

The legislative initiative of the deputies of the Supreme Council Galina Antyufeyeva and Grigory Dyachenko passed the first reading. Parliamentarians proposed adjusting the norms of the Code of Administrative Offenses in order to exclude administrative punishment for the use of Nazi attributes or symbols, or paraphernalia or symbols of extremist organizations in works of science, literature, art, and media materials. The use of such symbols for educational purposes is legally permitted, provided that Nazism and extremism are condemned and not promoted.
