The traditional meeting on Tuesdays was held by members of “The Obnovlenie” (Renewal) parliamentary faction. The main topic is the discussion of 13 amendments to the draft main financial document of the year, which may change the main parameters adopted in first reading (income / expenditure) of the 2019 budget. Totally, according to the head of the parliamentary committee on economic policy, budget and finance, Alexander Korshunov, more than 80 received for consideration by the legislature.

Most of the time, members of “The Obnovlenie” were dedicated to discussing the topic of implementing the project “Electronic Pridnestrovie” or as an option “Electronic Government”. On the presentation screen - infographics, at the screen there is a representative of the state communication service. The idea is not new, for the first time it was announced in 2011, some elements of the system are already operating. Every day, through telecommunication networks between various departments and authorities, other structures transmit up to 1.5 thousand documents. This year the total volume of interdepartmental turnover amounted to 8.5 thousand electronic documents.

The essence of the proposal is to reduce paper circulation as much as possible and replace it with the characteristic one for the 21st century with electronic one. Considerable money is required for this. The government is requesting next year 6.4 million rubles, and for the 20th, another 2 million rubles. To implement the project, it is planned to create a specialized state-owned unitary enterprise. At the same time, they promise that today’s investment will pay off handsomely tomorrow: the costs of purchasing paper, gasoline for transporting paper documents, and the maintenance of personnel who process it will be decreased.

Within the framework of the dialogue, only one amendment to the draft budget 2019 was asked many questions by parliamentarians and different opinions were expressed. They talked, in particular, about the current government services portal. Next year, all government agencies and departments that provide public services should be connected to it.

Members of the faction noted that at the legislative level it should be established what kind of paper documents should be retained. And the process of gradually replacing paper documents with electronic ones should be stretched over time. On the other hand, the people's representatives expressed bewilderment why some government departments, apart from electronic reports, also require paper copies. A ban on this must also be established by law. In this regard, information was voiced that, at the suggestion of representatives of the business community, a special law “On Electronic Reporting” will be developed.

In general, the majority of members of “The Obnovlenie” faction had a positive attitude towards the implementation of the “Electronic Pridnestrovie” project and the allocation of budget money for this.

The subject of discussion of the deputies was also the amendment on the inclusion of funds under the program of mandates of voters in the capital investment fund and an increase in their size from 4.3 million rubles to 8.6 million rubles. The main motive - the capital investment fund is provided with specific sources of income. The author of the amendment, deputy Alexander Korshunov, demonstrated the need to increase the amount with a concrete example of constituency №1.

Members of “The Obnovlenie” faction discussed in detail all 13 amendments submitted to the draft budget 2019. They related to the limits of financing the activities of the Prosecutor's Office due to the increase in staffing levels; allocation of transfers from the republican budget to the local; the allocation of money for the purchase of equipment for state tax inspections; increase of the budget revenue due to unused funds of the Share Fund, etc. Now the word is for the entire deputy corps.
