Creation of a register of cultural objects, adoption of the state programs "PSU Development Strategy", "Development of the Archival Industry", "Preservation of Cultural Heritage Sites", "Textbook", social support for teachers, students, parents. These are the main directions of the work of the Committee on Education, Science and Culture of the Supreme Soviet of the VI convocation.
The Unified State Register of Immovable Cultural Objects of our state was created and approved in June 2019. In the same year, the state target program “Preservation of immovable objects of cultural heritage of the Pridnestrovian Moldavian Republic, requiring urgent repairs, for 2019–2021” was adopted. It is aimed at preserving objects that perpetuate the memory of those killed in the Great Patriotic War, the events of 1992, buildings associated with the life and work of prominent statesmen and military leaders. This is carrying out repair and restoration work, reconstruction and installation of new facility, improvement of the adjacent territory. The total amount of financing is over 6 million rubles from the republican and local budgets.
The law-in-draft adopted in November 2020 makes it possible to include in the Unified State Register objects of cultural heritage related to the history of the republic (without the condition of expiration of 40 years from the date of creation of the monument). Such objects include monuments to the defenders of the Pridnestrovian Moldavian Republic, as well as memorial apartments and houses where prominent personalities with special services to Pridnestrovie lived. The author of the legislative initiative is Mikhail Burla, Chairman of the Committee on Education, Science and Culture.
The State Program for the Development of the Archival Industry for 2021–2023 was approved. It provides for the expansion of archival areas of the state archives, improvement of storage conditions, an increase in the level of security, technical equipment with modern equipment. The amount of financing is 8 million 226 thousand rubles.
Two state programs have been adopted in the field of education. In June 2019, the Development Strategy for PSU named after I. Shevchenko for the period 2019–2023. It lays down the main tasks of the university development: transition to educational standards of the fourth generation, quality management of education, the creation of conditions for the education of persons with disabilities, development of the material and technical base, development and implementation of distance learning, expansion of interaction with Russian universities. The law “On the approval of the state program “Textbook” was adopted the same year. It regulates the provision of educational literature to educational organizations, including special (correctional) ones, as well as educational organizations with the Moldovan and Ukrainian languages of instruction.
Additions to the law "On Education" were made at the initiative of members of the Supreme Council Committee on Education, Science and Culture, deputies Mikhail Burla, Ilona Tyuryaeva and Andrey Sipchenko. The concept of working time for a pedagogical workers has been determined depending on the position held. It is supposed to include teaching, educational, individual work with students, scientific, creative and research work. Also, since August 2020, the law "On Education" has spelled out a norm that allows employees of educational institutions to eat in educational institutions and kindergartens on paid basis.
Amendments were made to the law on wages at the initiative of the deputy of the Supreme Council Mikhail Burla. The right to pay a bonus to the official salary for the qualification category assigned to teachers in the system of primary general education, but working in the system of preschool education, has been established. In addition, the official salaries of teachers of the health care system were determined, and they were also entitled to a bonus for the qualification category.
Amendments have been made to the law "On Education" for the purpose of social support of students. The categories of minors have been established who are granted the preferential right of admission to the Tiraspol Suvorov Military School. Provided for all students in it the right to free travel on city and suburban transport (except for taxis), as well as free travel during the holidays to the place of residence and back to the place of study across the territory of Pridnestrovie. Mikhail Burla initiated another amendment to the law "On Education". The norm of the law has expanded the category of students who are assigned a state social scholarship. Now it can be received by those who lost both parents or a single parent during the period of education.
According to the initiative of the deputies of the Committee on Education, Science and Culture, amendments were made to the Labor Code. The right has been granted to one of the parents (including the foster parent) raising a disabled minor child to take annual paid leave at his request at a time convenient for him.
The procedure for the recognition of educational documents, academic degrees and academic titles issued by foreign educational organizations has been determined. Deputy of the Supreme Council Mikhail Burla initiated amendments and additions to the law "On Education". State-recognized education documents issued in Russia by foreign educational organizations, the list of which is established by the PMR Government, as well as education documents that are subject to international treaties, are now recognized and not nostrified.
The introduction of the system of dual, or practice-oriented, education began in December 2017. But until July of this year it was not supported by the legislative framework. The Head of the relevant parliamentary committee Mikhail Burla came up with a legislative initiative to introduce the necessary amendments to the laws "On education" and "On the development of primary and secondary vocational education". The project of dual education in Pridnestrovie is being implemented by the garment factory "Odema", LLC "IntercenterLux", "Softshuz", "Vestra", MMZ, KVINT, "Electromash". Among the educational institutions are the Tiraspol College of Business and Service, the Rybnitsa Polytechnic College, the Bendery Trade and Technological College, the Dubossary Industrial College. Dual education involves the accelerated acquisition of professional knowledge and skills by an employee commissioned directly by enterprises. The training course has a shorter duration and implies 30% of training - theoretical training on the basis of an educational institution, and 70% - practical training on the basis of an enterprise. At the same time, the graduate receives a state certificate and guaranteed employment.
The Committee on Education, Science and Culture continues to work on a number of legislations and prepares them, taking into account the opinions of the relevant ministry and departments, for consideration in the second reading.
