The Law "On non-profit organizations" was adopted in order to ensure the transparency of the activities of organizations funded from abroad, in March 2018. It established prohibition on participation in political activities on the territory of Pridnestrovie of non-profit organizations of our republic, which receive money and other property from foreign sources. At the same time, the new edition of the Law "On Non-Commercial Organizations" stipulates that which does not apply to political activity, in particular, activities in the field of science, culture, art, health care, social support and protection of citizens, creation of new jobs, protection of mothers and children.
Deputies of the Supreme Council Igor Buga, Pavel Shinkaryuk and Andrey Safonov came up with an initiative to adopt the Law "On the Public Chamber". The adopted law enshrines at the legislative level the procedure for the creation, functioning and operation of this institution of civil society. In particular, the Public Chamber is called upon to ensure interaction of citizens, public associations, trade unions, creative unions, employers' associations and their associations, as well as other non-profit organizations created to represent and protect the interests of professional and social groups with government authorities. In addition, the creation of the Public Chamber is aimed at exercising public control over the activities of state authorities and local self-government bodies.
The amendments to the Law on Freedom of Conscience and on Religious Associations adopted by the Supreme Council of the VI convocation established a list of places where services, other religious rites and ceremonies, as well as the distribution of religious literature and religious items are possible. The concept of "missionary, preaching activity" is fixed. The places where this type of activity can be carried out have been determined.
Chairman of the Committee on Public Associations, Sports, Information and Youth Policy, Deputy of the Supreme Council Igor Buga, initiated the adoption of the Law "On meetings, rallies, demonstrations, street marches and picketing". The document regulates the activities of the state administration of the settlement, on the territory of which a public event is planned. The rights and obligations of organizers and participants of such public events as meetings, rallies, demonstrations, processions and pickets are also enshrined.
Amendments and additions were made to the Law "On Observance of Peace of Citizens and Silence" in 2016. It was initiated by parliamentarians Igor Buga, Andrey Safonov and Pavel Shinkaryuk. The law limits the repair work and reorganization of premises to a time frame: from 13:00 to 15:00, silence must be observed on weekdays and on Saturdays. It is not allowed to disturb the peace of citizens and silence on a day off (Sunday) and non-working holidays and additional days off established by the current legislation of the Pridnestrovian Moldavian Republic.
The Committee initiated amendments and additions to the Criminal Code of the PMR in April 2017. The adopted law introduced a new type of criminal liability - for inducement to suicide and assistance in committing suicide.
Deputies Igor Buga, Ruslan Gareev, Andrey Safonov and Pavel Shinkaryuk initiated amendments to the Law “On the protection of children from information harmful to their health and development ”and the Law“ On Information, Information Technologies and Information Protection ” in order to increase the level of protection of children and youth from illegal information disseminated via the Internet, in October 2019. Resources that disseminate information encouraging harm to life and health are now recorded in a specific register. Access to illegal information is blocked.
At the youth meeting that was held in April 2019, its participants made a proposal on the need to legislate an increase in the age limit for youth. Deputy of the Supreme Council Igor Buga initiated amendments to the Law "On State Youth Policy". At the legislative level, it is enshrined that youth (young citizens) must be considered a socio-demographic group of citizens under the age of 35. A family is considered a young family if the age of at least one of the spouses in it does not exceed 35 years. Another addition to this law establishes the possibility at the Central Election Commission, as well as at regional and city election commissions, to create a public consultative body - youth election commissions, which will increase the level of electoral legal culture of young people and the level of their active conscious participation in the electoral process.
Members of the Committee on Public Associations, Sports, Information and Youth Policy, deputies Igor Buga, Pavel Shinkaryuk and Andrey Safonov initiated amendments to the Law "On Physical Culture and Sports in the PMR". The GTO complex ("Ready for Labor and Defense"), which was in operation in Soviet times, has been revived in Pridnestrovie. This innovation will contribute to the further development of physical culture and sports in the republic and, as a consequence, the strengthening of the health of our young citizens, their harmonious and comprehensive development. It is planned to introduce the delivery of the Ready for Labor and Defense complex at the level of general and vocational education organizations on a voluntary basis at the first stage. As an incentive for playing sports and passing the complex, the law proposes to take into account the results when young citizens are admitted to higher educational institutions. Challenges of the complex have three difficulty levels and correspond to gold, silver or bronze insignia.
