The Supreme Council approved the Decree of the President on the introduction of state of emergency in the economy in Pridnestrovie for 30 days

The Supreme Council of the Pridnestrovian Moldavian Republic on June 11 opened the IX session of the VII convocation and immediately held the 1st emergency meeting, at which it adopted the Resolution "On approval of the Decree of the President of the Pridnestrovian Moldavian Republic dated June 10, 2025 No. 211 "On the introduction of a state of emergency economic in the territory of the Pridnestrovian Moldavian Republic". The need to introduce new state of emergency in the economy is justified by the conditions of the severe general economic crisis that has arisen and the ongoing deterioration of socio-economic indicators caused by the reduction in natural gas supplies to Pridnestrovie and in order to restore the necessary conditions for the viability of the state and meet the basic needs of the population.

The decree will enter into force 6 hours after its publication.

The decree of the President establishes a number of emergency measures for the period of the special legal regime. These include rationalization of consumption of natural gas and other energy resources; formation of a state reserve of energy resources; establishment of a special procedure for the purchase of natural gas and other energy resources; a ban on the export of energy resources by organizations; priority financing of measures to ensure the preservation of the life and health of citizens. A number of restrictions will also be introduced. For example, these include restrictions on the implementation of certain types of financial and economic activities, including the movement of goods, financial resources and the provision of services; a special procedure for the sale, purchase and distribution of food and essential goods, as well as other measures that will be necessary to prevent, minimize and eliminate the consequences of a shortage of natural gas and other energy resources. According to the provisions of the Law "On Special Legal Regimes", some constitutional rights and freedoms of a person and citizen may be limited for the period of the state of emergency in the economy: the right to freedom of labor, the right to freely dispose of one's abilities to work, to choose a type of activity and profession, the right to prohibit forced labor, the right to strike, the right to rest and to the working hours established by law; the right of the owner to use and dispose of his property at his own discretion.

By Decree of the PMR President No. 211, the Government of the Pridnestrovian Moldavian Republic is instructed to develop and approve a plan of measures that should minimize the risks to the life of the population and the state. For the duration of the state of emergency in the economy, the Ministry of Finance has been granted the right to make decisions on refusing to allocate funds from the republican budget for expenditure items not allocated to purposes that ensure the direct implementation of priority, vital tasks necessary for the performance of the main functions of the state. The Prosecutor of the Pridnestrovian Moldavian Republic will supervise compliance with the law in the implementation of measures and temporary restrictions established by the Decree on the introduction of a special legal regime.

Earlier the state of emergency in the economy was introduced in Pridnestrovie on December 11, 2024 due to the reduction and termination of natural gas supplies. The state of emergency in the economy was extended 5 times, its effect ended on June 8. The total duration of the state of emergency (with extension) should not exceed 6 months throughout the territory of the Pridnestrovian Moldavian Republic according to the norms of the Law of the PMR "On Special Legal Regimes".
