By tradition, meeting of the parliament’s presidium was held on Tuesday. The heads of the committees and commissions, chaired by the Vice-Speaker of the Parliament Galina Antyufeyeva, determined the agendas of the upcoming plenary sessions.
The committee on the issues of the agro-industrial complex issues presented law-in-draft to approve the state program for the development of the agro-industrial complex for 2019–2026 - its second reading is pending. The strategic document was developed on the instructions of the President. Joint work on it has been conducted since 2017.
The declared objectives of the agrarian program are food security, import substitution, and growth in export supplies. The focus will be on the development of animal husbandry, vegetable growing, fruit growing, viticulture and an increase in irrigated land plots. At the same time, it is necessary to develop not only production, but also processing. The state program for the development of the agro-industrial sector for 2019–2026 is designed to give an answer: how to fill the market with local products?
There are a lot of events planned in the state program. Among the sources of financing for the development of the agro-industrial complex, more than half are the own funds of landowners, as well as bank loans and loans from the State Reserve Fund, subsidies and state subsidies. It is supposed to freeze the irrigation water tariff in order to effectively implement the program. Those who dare to uprooting the old orchars, which is a big problem for the republic, as well as laying new ones, have the right to expect a reduction in land tax. In general, in order to achieve these indicators, there are a number of measures that stimulate the development of agro-industrial complex.
Deputies at tomorrow's plenary meeting will have to adopt a law-in-draft introducing a mechanism for the transition of individual entrepreneurs to a new tax system. It was represented by the President in a regime of legislative necessity. The Supreme Council adopted in September 2018 and the President signed a package of 10 laws designed to reform the current tax system. Individual entrepreneurs were offered a choice of three tax regimes: the patent and simplified taxation systems, as well as the tax regime for self-employed persons. Initially, the introduction of the new system was scheduled for January 1, then the date was shifted to April 1. In order to make the transition of individual entrepreneurs, there are 24 thousand of them in the republic, to the new tax system less painful, at the last plenary session, the deputy corps adopted in the first reading law-in-draft providing for a step-by-step implementation mechanism.
In addition to this, a large information campaign was preliminarily held in cities and districts of Pridnestrovie, where employees of the State Tax Service and deputies of the Supreme Council met with individual entrepreneurs.
In accordance with the law-in-draft, entrepreneurs can be given another month to select a suitable tax regime, file a statement with the tax authorities. At the same time, the government will continue to work on creating software for online cash registers. They are necessary for entrepreneurs who have expressed a desire to move to a simplified tax system. The postponement of the introduction of this particular rule of law can be two months - until June 1
Members of the presidium of the Parliament also reviewed amendments, made to the legislative plan of the Supreme Council for this year by the PMR Prosecutor’s Office.
The next plenary meeting of the Supreme Council is scheduled for April 10.
