Chairman of the Supreme Council Vadim Krasnoselsky during the meeting of the Presidium of the Parliament informed the colleagues on the content of the memo prepared by the Legal Department of the legislature. It deals with the need for the Supreme Council of the decision about the direction of the Constitutional Court of the next request. The fact is that since June of this year, four times failed to fulfill a constitutional obligation to the present head of state - did not sign the law adopted by the Supreme Council. This list includes the right of the speaker to sign laws, if it in the allotted time the president did not do it; the parliamentary investigations, as is customary in Russia; clarify the scope of parliamentary immunity. The speaker said that this indicates that the head of state resumed the practice of not signing adopted by the legislative body of laws. Starting 2012, remained unsigned and not veto the president of 95 pieces of legislation. But the consistent position of the Deputies resulted in the fact that the president signed them.
As is known, Chairman of the Supreme Council August 18 this year signed a law on amendments to the Constitution. In accordance with the legislation in force the law enters into force after signing and official publication. However, neither the Collection of acts of the legislation PMR nor in the republican newspaper "Pridnestrovie" visa by Speaker of the law has not been published therefore, has not entered into force.
After discussing the situation, members of the Presidium decided to re-send a letter to the Minister of Justice and the chief editor of "The Pridnestrovie" newspaper to publish the constitutional law, signed by the Chairman of the Supreme Council on 18 August. In case of default by these officials of their duties, the Supreme Council reserves the right to appeal to the court, the Prosecutor Office and the IC.
