Deputies of the Supreme Council of the Pridnestrovian Moldavian Republic will hear information on the organization of the provision of state and municipal services in the field of geodesy and on state regulation of tariffs for the population in this area. The Presidium of the Supreme Council decided to hold an information hour in parliament on July 17 with representatives of executive authorities on the functioning of state unitary enterprises and municipal unitary enterprises in the field of geodesy in the republic, as well as on the formation of a tariff policy for geodetic services today. The reason was a letter from the deputy of the Supreme Council for constituency No. 20 “Pervomaisky” (Slobodzeya and Slobodzeya district) Oleg Vasilaty with a proposal to hold an information hour on this topic.
This is not the first time that the issue of the high cost of geodetic work for the population has been raised in the Supreme Council. The problem of high tariffs for geodesy was discussed twice, as well as a large number of requests from citizens who come to see deputies asking for help to change the current situation at plenary sessions in the last month.
This topic was again discussed by parliamentarians at the plenary session on July 3. The reason was the consideration in the first reading of law-in-draft, which proposes to provide the opportunity for state and municipal enterprises that carry out geodetic and cartographic activities to switch to a simplified taxation system from January 1, 2025. According to the Deputy Minister of Agriculture and Natural Resources, who presented the law-in-draft to the deputies, the opportunity to work according to a “simplified approach” will also make it possible to at least partially solve the issue of reducing the cost of geodesy work, but parliamentarians are confident that it is necessary to solve the problem of high tariffs for geodetic work in a comprehensive manner.
Executive authorities have been working to create a state information system “State Land Cadastre” on behalf of the President of the Pridnestrovian Moldavian Republic since 2021. The main task of digitalization of the Pridnestrovian land cadastre is a complete accounting of existing territories for their effective use. Paper archives of state administrations of cities and districts will be digitized and entered into the new system. An inventory of lands is carried out in the republic (both for the purpose of registering the right to use (ownership) of individual land plots, and on a republican scale for state needs) to update accurate data entered into the state land cadastre. Geodetic measurements help to establish the exact location, boundaries and area of a land plot, coordinate the external boundaries of a land plot with adjacent land users, which in the future allows, if necessary, to effectively protect their land rights. Establishing the exact location and area of the land plot affects the correct calculation of the land tax paid by the land user.
The Government representative emphasized that there are 16 organizations operating in Pridnestrovie that are engaged in geodetic and cartographic activities. Only 2 of these are municipal and 3 are state, the rest are private. Another nuance is the lack of personnel in this area.
Parliamentarians were interested in whether the state regulates tariffs for geodetic and cartographic services, what parameters are used to calculate them, and how the cost of services that have become mandatory for many land owners can be reduced. Deputies consider carrying out geodetic work to update information in the land cadastre as an important state task at the same time.
An example of the need to carry out geodetic work for citizens who own land plots was given in a conversation with journalists by the Chairman of the Supreme Council of the PMR, deputy for constituency No. 1 “Solnechny” Alexander Korshunov. The speaker noted that a landowner who did not have 4-8 thousand rubles to register a land plot would lose in legal disputes to a neighbor who had such an amount and who registered his land plot. Therefore, the important and pressing problem of the high cost of tariffs for geodetic services for the population must be resolved as soon as possible.
The Supreme Council adopted a law-in-draft on the possibility of employees of geodetic municipal unitary enterprises and state unitary enterprises to switch to a simplified taxation system in the first reading on July 3. It is planned in the second reading to be considered at the plenary meeting on July 17. Deputies of the Supreme Council on the same day after the end of the plenary meeting will ask all the questions of interest about the high cost of geodesy services and how the situation can be changed to the invited heads of ministries and departments during the information hour as well as representatives of enterprises specializing in geodetic and cartographic services.
