The idea is that the political technology circles is called "carousel" (from the polling station shall be made a clean sheet, which is constantly changing again after filling in the blank).

Introducing legislations by the president of his authorized representative Irina Barbarosh, deputies asked questions: Is there a reason to state about violations of the electoral legislation in the form of "carousel", if they are not installed and proven in court? Who and how will prove the commission of such offenses? Despite the fact that clear answers to these questions, except that this "case of the investigating authorities, only now introduced the offense of" not followed, parliament decided to support the submitted draft law on amendments to the Criminal Code in the first reading.

However, people's deputies intend to amend the draft law amendments criminalizing attempts to employers for the second reading, regardless of the form of ownership of the enterprise (organization, institution), to exert pressure on freedom of expression in the course of voting.
