Most of the owners of private houses have concluded contracts for garbage collection by now. The issue of timely collection and removal of household waste in rural settlements was resolved after the adoption in 2018 of amendments to the law "On payments for environmental pollution and the use of natural resources". The new rule of law put the owners of private houses before choice - either to conclude an agreement for the removal of household waste and pay according to the tariff, or pay a tax, the amount of which significantly exceeded the payment under agreement.
After the conclusion of agreement, payment arrears that had accumulated by that time were not collected. The Government proposed to change the wording in the law, replacing the words “do not collect” with the words “do not charge”. This would allow the tax authorities to collect debts that had accumulated before the conclusion of the contract for the export of solid waste.
The Deputy Chairman of the profile committee considers that the main goal that was set when the law was adopted in 2018 has been achieved. Most households have concluded contracts for the removal of solid waste and pay for this service.
The Supreme Council adopted the law-in-draft in the first reading. Work on the document will continue taking into account the comments and suggestions made during the discussion.
