The PMR Supreme Council adopted the law "On the republican budget for 2025" in the third and final reading at a plenary session today. The Supreme Council considered today such indicators of the draft law on the republican budget for next year as, for example, estimates of revenues and expenditures of state target programs, including programs of target budget funds; estimates of revenues and expenditures of state institutions providing paid services; information on established maximum price levels (tariffs) and fixed prices (tariffs) for the services of state (municipal) institutions; budget for the development of Pridnestrovie, etc. The draft law was revised by the relevant Committee by the third reading, taking into account the recommendations and amendments adopted during its consideration in the first and second readings.
The revenues of the republican budget and local budgets, as well as the revenues of the Unified State Social Insurance Fund, have been recalculated in connection with the approval from January 1, 2025 of a new procedure for paying corporate income tax as a single payment to the republican budget and the introduction of a tax experiment on paying environmental payments on the principle of a single payment. The planned revenues of the republican budget for 2025 have been approved in the amount of 2 billion 656 million rubles, the planned expenses - 5 billion 648 million rubles.
Funding has been increased for a number of state target programs for 2025, for example, funding for the treatment of Pridnestrovians abroad (41.6 million rubles), a state program for the purchase of housing for orphans (about 18 million rubles) the revenues of the republican budget and local budgets, as well as the revenues of the Unified State Social Insurance Fund, have been recalculated. Funding for some state programs was reduced, since in practice there were unclaimed target funds by the end of the year. The same applies to the financing of target funds. For example, the size of the Road Fund was increased from 274 to 285 million rubles, the size of the Fund for Providing State Guarantees for Settlements with Citizens Entitled to a Land Share (Pai) and Other Employees of Agricultural Enterprises was increased by 22.8 million rubles (48.7 million rubles). The total amount of funding for target budget funds is more than 650 million rubles. The speaker noted that budget revenues and expenditures are planned in accordance with the current situation. It is necessary to find sources of financing according to the planned parameters of all social programs and areas of the republican budget. Reserves were formed for this: 10 million rubles in the Road Fund, almost 99 million rubles in the Capital Investment Fund and about 17 million rubles in the healthcare sector from the provision of paid services. Deputies of the Supreme Council of the PMR emphasized that even in the conditions of limited financial resources, the ongoing budget deficit and the absence of additional sources to cover it, the 2025 budget retains a social focus. Education, healthcare, social protection and guarantees for the population (including timely and full payment of wages, scholarships, pensions, benefits and other payments) remain priority social areas of the state. Today, the law "On the budget of the Unified State Social Insurance Fund of the PMR for 2025" was adopted in the second final reading, taking into account the amendments made to the second reading. Both laws will be sent to the President of the PMR for signature and will enter into force on January 1, 2025.
