Plenary sessions in parliament are held weekly. The next one will be held on November 4 and 11. This decision was made today by members of the Presidium of the Supreme Council. Tomorrow the deputies will consider the law-in-draft "On land reclamation in the PMR" in the first reading, new for the legal base of the republic. The authors of the initiative are parliamentarians Oleg Leontyev and Viktor Guzun. According to the deputies, financing of measures for construction, reconstruction and restoration of amelioration systems will allow to carry out work in stages to irrigate drought-prone lands.
As noted in the explanatory note to the law-in-draft, according to preliminary data, in 2020, due to unfavorable climatic conditions, the yield decreased by half on an area of land of about 149000 hectares. This is more than half of all agricultural land in the republic. Construction or restoration of reclamation systems - for farmers now it is a big financial burden. In the new law "On land reclamation in the PMR," the deputies propose to create a state target budgetary fund for land reclamation.
The authors also focus on the drop in the groundwater level in recent years and the shallowing of the Dniester River. Therefore, in the opinion of the deputies, the implementation of the law-in-draft should be interconnected with the measures of the state program of geological study, protection of subsoil and reproduction of the republic's mineral resource base.
In addition, deputies a plenary session tomorrow will consider law-in-draft granting participants in the fighting to defend the republic the right to privatize housing they are renting under a commercial lease agreement. It is also proposed to give the right to improve their living conditions, since until now this category of Pridnestrovians did not have such a right at the level of the law. The authors of the changes were a group of deputies of the Committee on Agro-Industrial Complex. The Supreme Council will consider legislations in two readings at once.
Amendments of the deputy Viktor Guzun to the law "On the PMR Road Fund" will be considered at the next plenary sessions. They give a definition of the carrying capacity of a vehicle. Now the law will state that this is the difference between the permitted maximum mass and the mass of the vehicle. Now there is no such parameter as carrying capacity in the technical passport. This causes uncertainty in the application of the law, in particular, the calculation of taxes based on the carrying capacity of a vehicle. Deputies of the Supreme Council plan to consider the proposed law-in-draft in two readings at once.
