The single voting day was held for the first time five years ago in Pridnestrovie

Pridnestrovians elected on the same day the deputies of the Supreme Council, city and regional Councils of People's Deputies, village Councils and heads of administrations of villages and settlements in 2015, for the first time in the history of the state. The electoral process and the first stages of the work of the deputies of the new VI convocation of parliament in the heading "The Supreme Council: history, facts and comments".

Voter turnout 47%

There was a single day of voting for the first time on November 29, 2015 in Pridnestrovie. Inhabitants of the republic have chosen deputies of the Supreme and local councils, heads of rural and private administrations. 136 candidates were nominated for 43 places in the Supreme Council. There are 614 candidates in local authorities of power. Totally 261 electoral sites were opened in the republic.

There were 424 thousand voters five years ago. The nationwide turnout was over 47%. This is 4% more than in the 2010 elections. The highest activity was shown by Pridnestrovians in Kamenka region and Tiraspol. Here the turnout reached 60% and 64%.

The course of elections was followed by international observers from the countries of the near and far abroad. More than three dozen of them arrived in the republic, among them there were politicians and public figures. They noted that, despite a number of insignificant violations of the electoral legislation, in general the voting was transparent and democratic. The number of international observers could have been much larger. Many of them were denied entry into the country by the representatives of Moldova, some were prevented from entering the territory of Pridnestrovie on the administrative border between the Republic of Moldova and the Pridnestrovian Moldavian Republic.

A special information center was opened  for the first time at the Central Election Commission on a single voting day in 2015. This practice has been in place in Russia since 1995. During the day, all operational information about the course of voting, voter turnout, complaints received and the results of their consideration in judicial bodies, election commissions or the prosecutor's office were collected at the information center.

The Parliament of the VI convocation

As a result of the popular vote, 43 people became deputies of the Supreme Council, 20 were of whom parliamentarians of the V convocation, and 9 were deputies of local Soviets.

The age of 18 deputies did not exceed 50 years. There were 15 deputies over 50 years old. One people's deputy did not reach the age of 30, nine deputies were under 40.

The Head of the CEC Elena Gorodetskaya presented certificates to the elected deputies on December 2, 2015.

8 parliamentary committees and 3 commissions were formed in the sixth convocation.

How was the first plenary meeting of the Supreme Council of the VI convocation

On December 23, 2015, the first - organizational - plenary session was held. The powers of the newly elected parliamentarians were approved, and a counting commission was elected. Vadim Krasnoselsky, Deputy of the Supreme Council of the 7th electoral district of Bendery, was elected the Chairman of the Supreme Council. He told his colleagues in the deputy corps that he intends to pay special attention to ensuring the uninterrupted functioning of the legislative body, strengthening discipline in the parliamentary environment, fulfilling the norms of the Constitution and the Rules of Procedure of the Supreme Council, preventing the destabilization of the legislative process. Vadim Krasnoselsky recalled the situation with the blocking of the parliament's work in September-November 2015, which is why many legislations that are important for improving the life of Pridnestrovians remained unapproved at that time. The intentions were voiced to strengthen the control functions of the legislative body prescribed in the Constitution, to intensify for this the work of the control body of the Supreme Council - the Accounts Chamber.

Galina Antyufeyeva and Alexander Shcherba were elected as Deputy Chairmen of the Supreme Council.

 

The main directions of work of deputies after the election

The newly elected parliamentarians of the sixth convocation were faced with the task, first of all, to adopt the draft budget for 2016. The draft of the main financial document was not submitted to the Supreme Council for consideration at that time, although the current legislation obliges the government to submit it to parliament until mid-September. The deputies noted that the adoption of the budget allows regulating financial processes. The Supreme Council, in addition to deciding where to direct funds, has the right to control the spending of budget funds, the parliamentarians noted. The issue of the main directions of monetary policy demanded urgent consideration. The state of the exchange rate, the level of inflation, and the pricing policy depended on his decision.

On January 15, 2016, the parliamentary committee on economic policy, budget and finance organized hearings on the site of the Supreme Council to develop measures that can reduce the negative consequences of the economic crisis in which Pridnestrovie was located. The issues of optimization of Government spending and payments for socially protected items were discussed. The deputies focused on the need to improve the investment climate in the republic, reduce the tax burden on the real sector of the economy, introduce a special tax regime for exporting enterprises, and simplify licensing procedures. Business representatives advocated the widespread introduction of electronic reporting, legislation on electronic signature and assistance in solving problems of foreign trade, import of raw materials and export of goods. Improving the Customs Code was discussed.

The wishes and proposals expressed at the parliamentary hearings were taken into account in the legislations developed and adopted by the deputies of the VI convocation of the PMR Supreme Council.
