On the agenda of the next plenary meetings

13.10.2020

Deputies will consider legislative initiative of the Supreme Council Deputy Oleg Petrik tomorrow in the course of the plenary session. It concerns people who have reached retirement age during the period of the state of emergency and quarantine in our republic in 2020. There are cases when Pridnestrovians did not have the opportunity to remotely submit an application for a pension in a timely manner, as well as transfer the necessary documents. Due to the fact that the application was submitted at a later date, the payment of pension to such citizens is assigned not from the date of the emergence of the right to pension, but from the date of submission of documents. The law-in-draft proposes to supplement the law with provision that for the period of the state of emergency or restrictive measures, the day of applying for a pension is the day when the right to it arises. But with one condition: an application with all the necessary documents must be submitted within 3 months after the cancellation of the state of emergency or quarantine. If adopted, the law will apply to legal relations that arose from March 17, 2020.

The deputy corps will consider law-in-draft with amendments to the law "On state pension provision of citizens in the PMR" at one of the next plenary sessions. This is an individual coefficient that is used to calculate the old-age pension when it is assigned to individual entrepreneurs. It became necessary to amend the law, because in 2019 three special tax regimes for entrepreneurs came into force. The method of calculating pensions has also been changed.

The next plenary sessions in the first reading will consider the state target program for prevention of tuberculosis for 2021-2025, as well as the program for immunization of the population. The Ministry of Health proposes to supplement the new immunization program for 2021 -2025 with new vaccinations: against rotavirus and pneumococcal infections, as well as a vaccine against cervical cancer caused by the human papillomavirus.

Deputies will consider amendments to the law "On social protection of veterans and persons of retirement age" in the final reading at the plenary session. The law-in-draft was developed by a group of deputies with the aim of supporting people of retirement age who have no defined disability group. After the adoption of the law, they will be able to receive free prosthetic and orthopedic products and wheelchairs upon a written application from the social protection authorities.

The Supreme Council will consider the law-in-draft that concerns the activities of insurance companies in the course of the first reading at one of the next plenary sessions. This is the initiative of the Deputy Yuri Kucherenko. The law-in-draft gives the central bank of the PMR additional powers in the sphere of control over the activities of insurance organizations.

The draft law envisages regulation of the size of participation of foreign capital in the authorized capital of insurance organizations. It is also stipulated that the insurance company must have its own website on the Internet, which contains basic information about the insurer.
