A group of Supreme Council deputies initiated a package of legislations on amendments to the Constitution, the Electoral Code and other laws. The goal is to reform the system of local authority. The legislations were considered in the first reading at a plenary session. Deputy Chairman of the Legislation Committee Oleg Petrik spoke on behalf of the group of authors.
For example, the Supreme Council deputies when discussing the legislations asked in what cases the Council of Deputies may be absent from a village or settlement, and who in this case will decide on the distribution of funds for various fees of villagers.
Deputy Speaker, Chairperson of the Legislation Committee Galina Antyufeeva explained that when considering the initiative at a meeting of the Committee, the option of merging one village with another to form a village council was discussed, taking into account the small number of residents – up to 300 people.
The legislations propose to optimize the number of village and settlement deputies.
Another co-author, the Supreme Council Deputy Vadim Kravchuk, presented his position on this package of legislations. He noted that today the head of the village is also the chairman of the village council, which, in his opinion, is the wrong decision.
Another co-author of the law-in-draft, Deputy of the Supreme Council Oleg Vasilaty, emphasized the possible savings of budget funds.
Another innovation proposed by the legislations concerns the expansion of the right of citizens to be elected to local government bodies. The authors of the initiative consider it necessary to exclude from the requirements for a candidate the period of permanent residence in the relevant territory by the time of the elections. Thus, the deputies consider, a greater number of people will be able to exercise their passive electoral right in the elections of people's deputies of the Councils of People's Deputies of villages, settlements, and satellite cities. After discussion, the deputies adopted the proposed changes by a majority vote. The profile committee on legislation will finalize the legislations taking into account the comments and suggestions made.
