The Ministry of Finance of the Pridnestrovian Moldavian Republic held a reporting meeting on March 28, dedicated to the results of the department's work for 2024. The Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov and the head of the parliamentary Committee on Economic Policy, Budget and Finance Viktor Guzun took part in it.
The head of the department Alena Ruskevich spoke about the main results of the activities of the Ministry of Finance. The Minister noted that budget execution, as in previous periods, was associated with unpredictable factors, and the ongoing unstable foreign policy and foreign economic situation had a significant impact on budget indicators at all levels in 2024.
The shortfall in the unified customs payment amounted to about 220 million rubles last year. The suspension and changes in the operating conditions of individual budget-forming enterprises led to losses in the budget revenue in the total amount of 48 million rubles. However, all social obligations of the state were fulfilled on time and in full, despite the reduction in tax revenues. The level of wages of employees in the field of education and social protection was increased by 25% from February 1, 2024 due to the reserves formed based on the results of 2023. At the same time, the amount of pensions and benefits was increased by 10%. The wages of employees of healthcare organizations have increased as part of a pilot project since April 1 of last year. Additional budget expenditures for these purposes amounted to more than 420 million rubles. At the end of last year, amendments and additions were made to the law "On the Republican Budget for 2024" in connection with the introduction of a state of emergency in Pridnestrovie, which made it possible to create reserves to fulfill social obligations in the first months of 2025. Consolidated budget revenues in 2024 increased by 133 million rubles compared to 2023 despite the difficult foreign policy and foreign economic situation. The main growth factors were the growth of tax revenues under special tax regimes and personal income tax. Budget expenditures also increased. The increase compared to 2023 was 366 million rubles. The reason was the increase in social obligations – an increase in the amount of wages, pensions and benefits.
Social development programs with about 577 million rubles allocated from the budget last year continued to operate. 250 million of them went to activities within the framework of the Capital Investment Fund program. Repair and construction work was carried out at 139 sites throughout the republic in 2024.
Utility tariffs for the population did not increase despite the unstable economic situation last year. 226 million rubles were allocated from the budget to compensate for state support for the population in the form of lowering the cost of consumption of utilities as a result.
Finance Minister Alena Ruskevich recalled that amendments to the legislation on special tax regimes came into force on January 1, 2023. As a result, the number of entrepreneurs using the simplified system increased by 12744 people over the course of two years. There are 14902 such entrepreneurs in Pridnestrovie today. The number of individual entrepreneurs working under the patent system has decreased by almost half and at the beginning of 2025 amounted to 10249 people at the same time.
The total amount of tax revenues in 2024 amounted to 188.6 million rubles. This is 95 million more than in 2022. At the same time, the total amount of social payments and income tax amounted to 65.8 million rubles, 35.5% more than in 2022.
The head of the Ministry of Finance noted that the transition of individual entrepreneurs from the patent to the simplified taxation system has yielded positive results. It was thanks to additional revenues to the budget that it was possible to ensure the financing of socially significant tasks of the state. Including an increase in the amount of wages for some categories of public sector employees.
The introduction of the single tax payment institution on the income of organizations also had a positive effect, which made it possible to reduce the number of payment orders for paying the income tax of organizations from 15 payment orders to 1 payment order. The Ministry continued to work on automating payments of individuals and sole proprietors, as well as improving the state information system "Electronic Reporting" in 2024. Chairman of the Government of the Pridnestrovian Moldavian Republic Alexander Rosenberg highly praised the work of the Ministry of Finance in 2024 and outlined the main tasks of the department for 2025 in the context of a difficult economic situation in the republic.
