To eliminate legal gaps in education

A number of changes in the legislation in the field of education, designed to level the existing legal gaps in the field of education, was adopted by deputies at the regular plenary session. One of the legislations proposes to enshrine in the Law of the Pridnestrovian Moldavian Republic "On Education" a norm according to which accommodation, regular meals, uniforms and medical care for Suvorov military college students and cadets during their stay in an educational institution will be provided at the expense of the republican budget. These norms are provided only by legal acts of the Government now. The executive authority proposes the existing gap in the legislation elimination.

The law-in-draft that is of a technical nature was supported by the deputies in two readings at once within the framework of one meeting.

Deputies unanimously amendments and additions to the Law of the PMR "On the education of persons with disabilities (special education)" supported in the second final reading. A government initiative proposes to clarify the procedure for conducting final assessments for students with intellectual disabilities.

The state provides persons with disabilities with all the conditions for receiving free education, according to the current legislation. Today there are 12 special (correctional) educational organizations in Pridnestrovie - 3 state and 9 municipal, according to the Ministry of Education. They teach children with impaired hearing, vision, musculoskeletal system, intelligence, as well as severe speech disorders. Possibility of integrated education is provided for children with special educational needs. Special (correctional) classes work in general education organizations. There are special (correctional) classes for children with intellectual disabilities in the municipal educational institution "Rybnitsa Russian Basic Boarding School".

According to the Head of the Ministry of Education Svetlana Ivanishina, the state certification of students with special needs is carried out taking into account the peculiarities of their development at the end of the school, graduates with special health needs receive a certificate of education. The current legislation does not spell out what kind of document is issued to students with intellectual disabilities who studied according to an adapted basic general education program and passed an exam in labor training. The law-in-draft proposes to establish a rule according to which such graduates will be issued a certificate of education. Its sample will be established by the Ministry of Education. The law-in-draft proposes to assign to the Ministry of Education the right to determine the specifics of the final certification for persons with disabilities. The measures adopted at the plenary meeting will come into force on January 1, 2023.
