The Federation Council at its meeting on Tuesday, July 23, approved a number of important laws adopted earlier by the State Duma. The Federation Council supported the law on liability for non-passing ambulance cars, the law prohibiting collectors to collect from the citizens housing and public utilities debts, amendments expanding the powers of the Investigative Committee of the Russian Federation, changes that increase the safety of passenger traffic, and several others.
Responsibility for not allowing ambulance
For obstruction of the activities of health workers, if such actions do not contain a criminal composition, the fine will be from four to five thousand rubles. If, as a result, the patient’s health has been severely injured, criminal liability will have already come - even imprisonment for up to four years.
Earlier, Chairman of the State Duma Vyacheslav Volodin said that the laws were developed by parliamentarians after several tragic incidents, including the situation when a patient died due to a non-admission.
Ban on collectors to collect debts on housing and communal services
The law introduces a direct ban on the transfer of debt collectors for housing and utility services to collectors. The assignment of the right to recover overdue debts of citizens for housing and utilities services will be possible only for professional participants of the housing and utilities market - management companies or resource-supplying organization. The law is designed to protect the rights of all homeowners, because today the transfer of debt obligations to collectors does not relieve the total debt, but rather saves it, said the author of the law, Deputy Chairman of the State Duma Irina Yarovaya.
Investigative committee will be able to conduct forensic examinations
The law was initiated by President Vladimir Putin. The Investigative Committee of the Russian Federation can conduct a range of examinations, including molecular genetic, computer-technical, phonoscopic, medical-criminalistic, ballistic and others. As Vasily Piskarev, Chairman of the Security and Anti-Corruption Security Committee, explained, the law will help improve the quality of the investigation, reduce the time for conducting forensic examinations, as well as the duration of the investigation and the detention of suspects and accused persons in custody.
Improving passenger safety
Traveling on the intercity route of passenger or heavy vehicles without a tachograph (a control device installed on board vehicles and designed to record speed, work schedule, rest for drivers and crew members) increases penalties, primarily for owners of transport companies. Thus, officials who fired a vehicle with or without a faulty tachograph will pay a fine of 7 thousand to 10 thousand rubles (previously, the law provided for a fine of 5-10 thousand rubles), individual entrepreneurs will be fined up to 15 thousand up to 25 thousand rubles, and legal entities - from 20 thousand to 50 thousand rubles. This, as stated earlier by the Chairman of the State Duma Vyacheslav Volodin, “will increase the safety of passengers so that the transport company, in pursuit of quick earnings, does not have the temptation to let out tired drivers on a flight”.
Responsibility for document fraud
The penalty for reporting false information when submitting documents for a foreign passport increases from 3 thousand to 5 thousand rubles, and criminal liability for passport fraud - up to three years. Previously, the administrative penalty for this article ranged from 100 rubles to 300 rubles for citizens, and for officials - from 500 rubles to 1 thousand rubles.
