The targeted fee for improvement, which residents of cities and villages pay annually in the amount of 145 rubles (10 minimum wages), should not be used to maintain local governments and state administrations, for example, for the repair of an administrative building. The deputies of the Supreme Council will enshrine this norm in the law "On the Fundamentals of the Tax System in the Pridnestrovian Moldavian Republic" so that law enforcement officers have an unambiguous understanding of this issue. The deputies of the Supreme Council adopted in the first reading the corresponding law-in-draft of their colleague, parliamentarian Viktor Guzun.
Residents of cities have been paying the targeted fee since 2023, residents of villagers since 2013. The money from the collection can be used, for example, to equip playgrounds, sports grounds, recreation areas, parks, squares, and local areas. Financing of these areas is determined only on the basis of a decision by local Councils of People's Deputies. Viktor Guzun said that the Supreme Council received requests from local deputies of various localities asking to clarify what purposes the money from the targeted collection for improvement from the population can be spent on. Law-in-draft eliminating the ambiguity in the understanding of the norm of the law on spending the targeted collection on improvement will soon be prepared by the relevant committee for consideration in the second reading. The parliament emphasized that the norm will prevent the allocation of targeted funds for the repair and technical equipment of government buildings.
