The spring session of the Russian parliament began in January and ended in late July, during which time 57 plenary sessions of the State Duma and 15 meetings of the Federation Council took place. In total, deputies and senators adopted 324 laws, more than 200 of them have already been signed by the President. News about the work of parliamentarians was the focus of television channels, radio stations, newspapers and online publications. The official publication of the Federal Assembly “Parliamentary Newspaper” and the news aggregator “Media 2” represent the Top 10 laws of the spring session of 2019, which journalists most often wrote about.

1. Organized crime group leaders will be locked up for 20 years

The law introduced by the President Vladimir Putin to the parliament establishes criminal liability for the very fact of leadership in a criminal group, supplementing the Criminal Code with a new article - “Occupation of a Higher Position in the Criminal Hierarchy”. For the highest “position” in the organized criminal group, the prison term can be from 8 to 15 years, and a fine of 5 million rubles will also have to be paid.

2. More families will be able to receive children's payments in Russia

A larger number of Russian families from January next year will be able to receive monthly payments for the first or second child. A Government law was adopted that changes the criterion of family need when establishing a monthly payment in connection with the birth of the first or second child from 1.5 times to 2 times the cost of living of the able-bodied population, established in the corresponding region to do this.

3. The work of the Runet will be made stable and protected from external threats

The law on safe and stable operation of the Russian segment of the Internet will allow users to remain on the Web if the country is disconnected from the root servers of the World Wide Web or if the Runet is subjected to massive attacks from abroad.

4. Pre-pensioners will receive child support from children

The law, developed by the head of the Duma Committee on State Building and Legislation, Pavel Krasheninnikov, preserves the right to receive alimony for women over 55 and men over 60. Amendments to the Family Code became necessary after the improvement of the pension system, within which the age of retirement of citizens increased.

5. Age limits will be increased for Police officers

Majors and lieutenant colonels can serve up to 55 years, colonels - up to 60 years, and major generals and lieutenant generals - up to 65 years.

6. Country amnesty extended until 2021

The Russians have two more years to register or register the rights to a residential and garden house built on a plot intended for gardening. This can only be done on the basis of technical plan and a document giving the right to land. The law was initiated by a group of deputies.

7. Employers will be fined for “salary slavery”

The Code of Administrative Violations was amended according to which employers will be fined up to 50 thousand rubles for refusing to change the employee's salary bank upon his application. At the same time, banks will be given 15 days to replace the bank for employers. These changes were initiated by the Ministry of Labor.

8. You can register for military registration at the place of residence

Now it is possible to register for military registration not only at the place of permanent registration, but also at the place of actual residence. The need for a law that was developed by members of both houses of parliament arose primarily to help students who came to study at universities in Moscow, St. Petersburg and other big cities.

9. The concept of "country house" has disappeared from the law.

Starting from January 1, in Russia, according to the letter of the law, only “gardening” and “gardening non-profit partnerships” function, and in April the concept of a “country house” was completely excluded from the law, removing it from the Code of Administrative Offenses. This law was developed by deputies of the State Duma, headed by the chairman of the Committee on Natural Resources, Property and Land Relations.

10. The tech inspection will be recorded in the photo

The law, prepared by the Government, changes the rules for passing the inspection procedure, in particular, obliges to carry out a photofixation of the process. At the same time, the coordinates of the place where the diagnostics were carried out should be attached to the photographs.
