Pridnestrovians have been involved in shaping their future pension for the past 12 years. Personified accounting system was implemented in 2004 at the legislative level, assuming the accumulation of information about income of all insured employees. The amount of pension is now directly dependent on the length of service, amount of wages paid by the employer and insurance premiums. The latter aspect, but rather the existing facts of unfair execution of the obligation to pay employer contributions to the pension fund, gave rise to the legislative initiative development by Oleg Vasilaty.
Representatives of the Fund voted against the bill. According to them, the new rule "violates the principles of sustainability of the pension system," and moreover, complicate the already difficult financial situation of the Fund. There were details that fifty organizations are defaulters on insurance payments. Their total debt amounts to 102 million rubles.
Parliamentarians, in turn, insist that the state should not shift the problem on the shoulders of citizens. They gave numerous examples that were repeatedly heard in parliamentary reception from their constituents who have suffered because of social norms existing imperfections. As a result, the initiative to amend the law "On State Pensions in PMR" was adopted in the first reading.
Another law-in-draft regarding personified accounting system was presented by the government. It was proposed to oblige entities to update information than annually as is the case today, and every six months. This will allow us to update the data. Authors as an argument in support of the initiative spoke about the Russian practice, which involves the provision of quarterly reporting. Lawmakers have expressed concern about the increase in paperwork, but acknowledged the arguments of the initiators regarding innovation compelling and adopted in the first reading the proposed amendments to the Law "On the individual (personalized) registered in the system of state pension insurance".
