Tiraspol in 2023: current problems and solutions

Tiraspol was able to fulfill all social obligations and carry out work on the capital construction program using funds from the Capital Investment Fund and the local budget despite the difficulties faced by the Pridnestrovian economy in 2023. They talked about how the capital lived last year at a session of the Tiraspol City Council. The reports were made by the head of the capital's state administration Oleg Dovgopol and the Chairman of the Tiraspol City Council of People's Deputies Vadim Doni.

Deputies and representatives of the state administration of Tiraspol discussed current problems of the city and ways to solve it. Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov took part in the discussion, the report was heard by parliamentarians for the capital districts Galina Antyufeyeva and Grigory Dyachenko.

Protection of socially vulnerable categories of the population

The head of the city Oleg Dovgopol spoke about the work of republican and municipal development programs in the capital including the work of the Capital Investment Fund. The results of municipal policy in the field of education, culture and sports were presented. Particular attention was paid to the social sphere.

Tiraspol adopted the experience of the city of Dubossary, where they purchased a bus for this purpose several years ago.

Housing for orphans

Speaker of the Pridnestrovian parliament Alexander Korshunov asked how the state program for purchasing housing for orphans and children left without parental care is being implemented in Tiraspol.

A representative of the capital’s state administration explained that last year, 10 residential premises were purchased as part of the state program. However, the number of waiting lists increases every year. This situation is observed in all cities and regions of the republic.

1179 people were registered to receive comfortable housing according to the Ministry of Social Protection and Labor, as of January 1. According to the head of the state administration Oleg Dovgopol, it is necessary to make changes to the current legislation in order to solve the problem.

The state administration of Tiraspol proposes to allow the purchase of housing for orphans in new housing under construction.

It was explained by the state administration of Tiraspol that the corresponding legislative initiative is now at the stage of approval. It will soon be sent for consideration to the Supreme Council.

Targeted collection from citizens for improvement

Chairman of the Tiraspol City Council Vadim Doni spoke in detail about the implementation last year of the Program of Actions for the improvement of the territory of the city of Tiraspol, the source of financing of which is a targeted collection from citizens for improvement.

1.3 million rubles under this Program were allocated for the elimination of spontaneous landfills, Vadim Doni emphasized.

The Chairman of the City Council of Tiraspol added that this year they began to take more radical decisions to combat unauthorized dumps, including by increasing fines for such offenses. The Government has already developed a corresponding initiative.

Improving legislation

The City Council of Tiraspol prepared 34 opinions on legislations, developed 3 legislative initiatives and sent 1 request for interpretation in 2023.

Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov spoke about the importance of the participation of local authorities in the legislative process. The Speaker of Parliament recalled that the Supreme Council is currently working on two important legislations. These are the Town Planning Code and the Budget Code. Alexander Korshunov invited Tiraspol deputies to take part in the work on these legislative initiatives.

Vadim Doni assured in turn that the City Council will soon present its proposals on these initiatives.

Repair of yard and intra-block roads

They talked at the session of the capital's City Council about a long-standing problem – the repair and maintenance of building and intra-block driveways. Repairs are required today in almost every yard, but there are not enough funds in the Road Fund. The fact is that intra-house and intra-block driveways are not included in the total length of roads when distributing financial resources to municipalities within the Road Fund. Funds for the repair of intra-house and intra-block driveways are allocated on a residual basis because of this.

President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky gave instructions to solve the problem by revising the principle of distribution of the Road Fund. Work to find an optimal solution continues; the relevant legislations of the PMR President are under consideration in the Supreme Council.
