Tiraspol and Dnestrovsk: results and plans

Ministries, departments and heads of state administrations report at the beginning of the year to the President on the results achieved over the past year. Today, a series of reports on the work performed in cities and regions began the state administration of Tiraspol and Dnestrovsk. The Head of state administration Oleg Dovgopol presented the report to the PMR President and deputies of the Supreme Council. He briefly described the development of all spheres of urban life: education, improvement, housing and communal services, roads, etc. The detailed report includes 637 pages.

Oleg Dovgopol spoke about the implementation of city and republican development programs: the Capital Investment Fund and the Fund for the Execution of Voters' Orders. So, for example, a stadium was built on the territory of school number 5 through the Capital Investment Fund, Aviators’ Square and the territory near the branch of polyclinic number 3 in Kirovsky micro district were landscaped, residual work was carried out on the territory of the stadium near school number 18, an aviary for decorative birds was built in the Cathrine Park, and other construction work. Design documentation was developed under the Capital Investment Fund program for the overhaul of the stadium in Dnestrovsk.

Work was carried out to the amount of more than 3 million rubles by means of the Foundation for the Execution of Orders of Voters in Cities. Tiraspol is represented by 8 deputies of the Supreme Council and Dnestrovsk by 1 deputy. They were able to ask questions of interest to them and voters today.

What is the fate of the Research Institute?

Deputy of the Supreme Council Igor Buga was interested in the fate of the microdistrict of the Research Institute. The territory is included in his constituency number 29 "Odessky". Voters raise questions about the non-working House of Culture, as well as the old 3-storey building. According to Oleg Dovgopol, the city began to develop the Research Institute microdistrict with the improvement of the territory of the Arboretum. There are plans to transform the old House of Culture into a Wedding Palace. But first it is necessary to resolve the issue of transferring the building to the balance of Tiraspol. The same question now stands with an abandoned 3-story building located nearby. The working group of the Supreme Council is engaged in the development of a legislative initiative to withdraw non-residential facilities from private owners. Joint online meetings have been held with representatives of the Ministry of Justice, the Prosecutor's Office, state administrations of cities and regions, and other specialists since last year. The development of an effective mechanism is at the final stage, Chairman of the Supreme Council Alexander Korshunov noted at today's meeting with the President.

Parking spaces and awnings

The Tekstilshchikov microdistrict needs parking spaces, and the roads at the entrance to this microdistrict need to be repaired. Vadim Levitsky, Deputy of the Supreme Council for constituency number 31 Krasnodonsky, spoke about these needs. According to the Head of the city, it is necessary to increase the amount of funding in order to carry out road works, and there are a large number of such territories in Tiraspol. The plans for this year are to make parking spaces near school No. 9, near Lechgorodok in Mira Street, as well as near the city stadium and the Snezhinka skating rink.

The participants of the meeting spoke about shady canopies. Many kindergartens simply do not have it. As Vadim Levitsky emphasized, the deputies cannot equip the required large number of pavilions for children at the expense of the Fund for the Execution of Voters' Orders. More than 50 units are needed now, and the cost of one canopy is about 70 thousand rubles. Oleg Dovgopol assured that it is planned to use the remaining funds to equip pavilions on the territory of the city's preschool institutions this year. The city authorities want to allocate 2 million 880 thousand rubles for this in total, while the issue is under discussion.

Plans for the processing of solid waste

As part of the report, Oleg Dovgopol spoke about plans to build a waste incineration plant. Deputy from constituency number 30 Kirovsky Grigory Dyachenko was interested in how this project would be implemented. As the Head of the city noted, the project is still at the development stage, but it is planned to carry out design work this year. The city authorities propose to consider the possibility of lending through the State Reserve Fund in order to purchase the necessary equipment. This initiative will be considered separately. In addition, the topic of unauthorized dumps was discussed.

Deputy Grigory Dyachenko raised the topic of completing the construction of the second building of school number 15. It was noted at the meeting that the object would be started if there are funds in the Capital Investment Fund.

Increasing salaries for teachers

The Head of the state administration of Tiraspol and Dnestrovsk voiced the idea of raising wages for employees of educational institutions that provide paid services. Oleg Dovgopol considers it necessary to legislatively consider the possibility of channeling funds for wage increases not in the amount of 40% of paid services, but up to 100%. The deputies were interested in the mechanism for implementing such an increase in salaries, it will be further developed by state authorities and administration.

The deputies of the Supreme Council as a whole outlined close interaction with the state administration of Tiraspol and Dnestrovsk, despite the fact that there are working moments that need to be further worked out. The President recognized the work of the capital's state administration last year as satisfactory.
